Because of the reduction in the number of personnel, the volume of commercial production decreased by 0.34%, i.e., A - * . . = y2( Z ,- Z 2) + i - ( Z , - Z 2)2 = 100.16(95.4-95.07) + |(9 5 .4 - 95.07)2 = 0.34 The verification shows that the calculations completely coincide: * l - * 2 = 100-95.22 = 4.78, ^lab.prod. + £*num.per.=4-44 + 0.34 = 4.78. When these calculations are translated into the general economic language, this means that, if we estimate the negative increment in the production by 100%, then 92.89% of it have resulted from the fall of the labor productivity and 7.11% from the reduction in the number of personnel. The graphical illustration of the calculated proportions is shown in Fig. 6 whose right side shows the decomposition of the joint negative increment ABCD. The tendency in the fishing branch and in the fish industry as a whole as well as the experience of other countries show that the growth of the volumes of production, those of the food industry inclusive, result less frequently from a small reduction of the number of working people and the stabilization of their number, and more frequently from their absolute liberation. In “Sevrybkholodflot”, the reduction of the number of personnel by 6431-6409 = 22 people in 1987 was followed by a decrease in the output by 38 750 - 37 025 = 1725 roubles. Thus, the loss of production in roubles equaled (6431 - 6409) x 38 750 + (38 750 - 37 025) x 6409 = 11.9 million roubles (see Table 1). In the first row of this table, we see that the difference between the output of 1987 and that of 1986 was the same, 249.2 - 237.3 = 11.9 million roubles. The economic program was reduced, because of the insufficient supplies of resources by the fishing fleet (the instability of the situation on the Barents sea, the decrease of supplies by the state and collective fisheries). The labor productivity has fallen because of an insufficient use of the capacity of the transporting fleet. The loading losses increased, some errors were made in the arrangement of refrigerator ships in the fishing areas. The expectation time in the fishing regions increased. 3.6.3. The Loss of the Volume of Production Because of a Decrease in Labor Productivity Followed by an Increase in the Number of Personnel The year of 1988 was the most ineffective of all the years of the 12th five-year period as concerns the labor indexes: the output decreased by 37 025 - 34 869 = 2156 roubles, the number of workers 8 9
