The loss of the part of the area hatched on the right is exactly equal to the acquired area hatched above, i.e., there is no increment of production in this year. The situation of 1986 is typical. It was typical of many industrial enterprises of the country which, in accordance with the Decision of the USSR Council of Ministers No. 1115, tried to cancel the number of their personnel (and raise the wages of the remaining workers) without increasing the volume of production because of an insufficient growth of output Irrespective of causes (“inherent” or interior) for this phenomenon, the economic effect of the reduction in the number of workers was insufficient. From the point of view of the deficit of consumer foodstuffs, it is necessary that the increment of the output would lead to an increase in the realization of foodstuffs. For the fish industry, which has the resources of the coast and ocean as the object of its labor, to reduce the number of workers is an easier way out than to increase the volume of catch. This is precisely what happened in the Northern Basin in 1986 because of the deterioration of the situation. Nevertheless, from the positions of the national economy it is desirable to have the labor productivity, which would not only economize human labor but also increase the output of foodstuffs. 3.6.2.
