Possibility and expediency o f forming production clusters in the North are substantiated, and their role in developing hydrocarbon resources o f the Arctic shelf is shown. The situation being formed is first of all connected to the shelf development and gives all preconditions for the Murmansk region and other regions of the North to become one o f the centers o f cluster dynamics in the Russian Federation already in the nearest 10 years. The main direction of this dynamics will be technological processes and engineering, connected to searching, prospecting and extracting works on the Arctic shelf as well as with processing o f natural gas to finished products with high value added. Another important direction will be raising competitiveness of transportation services, especially those oriented to exports and imports. The main link o f formation o f high- tech centers will be special economic zones. Measures on forming high-tech clusters are proposed to authorities of the northern regions. Stocks o f peat and bioenergetics resources are estimated. Potential and technical resource o f the listed sources of energy is determined, their advantages and disadvantages, premises of recycling are shown. EXPERIENCE OF ENERGY SAVING AND HEAT ENERGY EFFICIENCY INCREASING IN AKADEMGORODOK OF APATITY The Kola Science Centre of the Russian Academy of Sciences owns ground areas, buildings and constructions in Murmansk, Apatity and Kirovsk and also on different ranges inside and outside of Murmansk region, up to the base in the archipelago Spitsbergen. Each o f these sections has their special features in the organization o f power supply and energy consumption. Major portion o f the buildings and construction is located in Akademgorodok, which occupies the area of more than 40 ha in Apatity of Murmansk region. In the article is examined the important and most expensive part of the energy efficiency increasing problem - optimization o f state budget expenditures for the heating o f Akademgorodok.
