С этой точки зрения уникальную модель развития международного сотрудничества в интере- сах стабильного экономического развития, повышения благосостояния народа представляет Ба- ренцев Евро-Арктический регион. В 1993 году в Киркенесе (Норвегия) министрами иностранных дел Норвегии, Дании, Финляндии, Исландии, России, Швеции и представителями Евросоюза была подписана Киркенесская деклара- ция - договор о сотрудничестве на севере Европы. По договору создавалась международная регио- нальная организация - Совет Баренцева Евро-Арктического региона (СБЕАР). В это же время главами 13 местных административных образований государств-участников был создан Баренцев Региональ- ный Совет (РС БЕАР), в который вошли от Норвегии провинции Финнмарк, Нурланд и Тромс, от Шве- ции – Норрботтен и Вестерботтен, от Финляндии - Кайнуу, Лапландия и Оулу и от России – республи- ки Карелия и Коми, Мурманская и Архангельская области, Ненецкий автономный округ. РС БЕАР играет огромную роль в обеспечении политической стабильности в регионе, как важ- нейший фактор развития экономического сотрудничества между разными странами. По вопросам координации сотрудничества на правительственном уровне министры ежегодно встречаются на Баренцевом Совете. Территориально БЕАР охватывает административные регионы Норвегии, Швеции, Финляндии и России, расположенные вокруг Полярного круга. Регион устойчивого и прогрессивного развития в Европе The region of stable and progressive development in Europe Юрий ТИМОФЕЕВ In October 2009 the meeting of the Barents Regional Council headed by Mr. Pauli Saapunki (Oulu region), as well as the ministerial session of the Barents Euro-Arctic Council (BEAC) took place in Murmansk. The meeting was devoted to development aspects of the Barents region. The starting activities within the first phase of the Shtokman gas condensate field development and other offshore projects, as well as development of the Murmansk Transport Hub promise huge opportunities for the upgrowth of not only the Murmansk region and Northwestern district of Russia but also of other BEAR countries willing to take part and supply goods and services for these projects. Participants of the Barents Regional Council meeting focused on the projects in the most important branches of economy. It was proposed to set up a Barents Fund consisting of equity participation of all the BEAR countries with the purpose to finance the most important projects. Mr. Dmitry Dmitrienko, Governor of the Murmansk region, noted in his speech that the Government of the Russian Federation supervises the development of the Murmansk Transport Hub and creation of a special economic zone in the Port of Murmansk. Mrs. Pia Svensgaard, new Chair of the Barents Regional Council, stressed the importance of strengthening co-operation with the “Northern Dimension”, with Council of the Baltic Sea States, Nordic Council of Ministers and Arctic Council and emphasized opportunities offered by development of transport and oil and gas sectors. After the meeting the Governor of the Murmansk region Mr. Dmitry Dmitrienko and the Chairman of Finnmark Council Mr. Runar Sjåstad signed a plan of cooperation between the Murmansk region and the County of Finnmark. Over the past two years of Russia’s Chairmanship in BEAC the necessary conditions for solving of economic problems were created on political level. The Minister of Foreign Affairs Mr. Sergey Lavrov noted in his speech that over the years of its existence BEAC realized hundreds of significant projects, opened up new prospects of utilizing the huge potential of the Arctic region. He also emphasized the necessity to actively develop cooperation in the transport sphere. The State Secretary of the Ministry of Foreign Affairs of Denmark Mr. Michael Zilmer-Johns noted that his country is interested in developing contacts with Russia in the economic sphere and especially in traffic via the Northern Sea Route.
