Значительная территория Мурманской области рас- положена за Полярным кругом. Высокий уровень произ- водственных затрат, связанный с особенностями ценоо- бразования для Крайнего Севера, приводит к снижению рентабельности производства, торможению развития пор- тового хозяйства и препятствует экономическому развитию региона. В качестве одного из вариантов частичной компенса- ции повышенного уровня производственных затрат, может рассматриваться организация особой экономической зоны портового типа на территории Мурманской области. Следует отметить, что в соответствии с разработан- ным обоснованием инвестиций в проект «Комплексное развитие Мурманского транспортного узла» целью этого развития должно стать формирование морского хаба, что диктуется известными географическими преимуществами Мурманского порта. A high level of production expenditures, caused by the peculiarities of the price formation in the Far North, leads to lower profitability, slowdown in the port economy development and impediments in the economic growth of the region. Creating a special economic zone of a port type in the Murmansk region can be regarded as one of the possibilities of partly compensating for the high level of production expenditures. It should be noted that according to the thoroughly planned investing in the project “A complex development of the Murmansk transport nodal point” the goal of this development is to create a seaside hub, which is determined by the well-known geographical advantages of the port of Murmansk. The creation of a special economic zone of port type aimed, first of all, at the adoption of advanced technologies of cargo handling, reconstruction of the existing portal facilities, export of energy carriers and other raw materials, growth of fish catches and fish processing, transit of container cargoes will provide the formation of transport and logistics, fuel and energy clusters as well as a fishing one.
