Sectoral Peculiarities of Management of the Fish Industry Complex Being a large multi-sectoral complex, the fish economy feels, in full measure, the effect of negative factors that manifested themselves in the national economy at the beginning of the eighties. This was first of all manifested in the fact that the technical and technological development of the fish industry does not keep pace with the demands of the scientific and technological progress. It became impossible to solve the problems facing our industry in accordance with the present-day world standards. The gap between the equipment and the technological possibilities of the fleet and the coast enterprises increased. The structure of the fish economy of our country testifies to the specificity of this branch of industry and not to its tendency to the Antarctic way of development. Only three subdivisions of the national economy of Russia (the fish industry, the sea and river transport) have their own developed shipyards, whereas 20 ministries and departments of Russia have fleets. It is obvious that it is not expedient to establish ship-repairing enterprises in the systems of these ministries and departments in the framework of the national economy of the country. It is also obvious that a good coordination of their activity is necessary if we take into consideration the general requirements of the national economy in ship repairs. It is, therefore, necessary not only to carry out a complex development of ship-repairing branches of the fish industry and the transport and expense of inherent sectoral sources, but also to reveal monetary and material resources in the federal reserves with due account of the requirements in ship repairs in other branches of the national economy. The fish industry complex of Russia also includes the fishing collectives, which work in close contact with state enterprises, associations, and organizations. This follows from the conditions of functioning of the industry, the unit supply base and the impossibility for one subdivision to solve all the problems arising in the process of its economic activity. The Committee of the Russian Federation of Fishing only carries out the management of the fish collectives system at the state level. This excludes any dictate on the part of the state industry as concerns fishing collectives and intercollective organizations. The peculiarity of functioning of the fish industry under these conditions requires the creation of a new mechanism of interrelations between the state enterprises and fishing collectives. The establishment of cooperative-state associations (complexes) may be one of the variants of this cooperation. It is not expedient to ignore the economic and industrial potential of these associations, and the constituent fishing collectives and inter-collective organizations.
