The analysis carried out in the second part shows that such structuring processes provide determination of a financial instrument to support any specific project on the regional or federal level. Besides, the main implementation problems for innovative projects lie not as much in the field of financing as in the field of projects quality and ability of projects initiators to position the project properly. As an example, realization of a hypothetical project, which municipalities could initiate, is shown from the problem statement to its full solution. The conclusive part displays importance of goal-setting in normative documents defining a strategy of regional development. The author considers the goal-setting to be a standard basis of innovative activity in the region. As for the "offer" part, the author suggests to form the main goal-setting normative documents of the region, namely the "Strategy of social and economic development of Murmansk region" and the target programs following from it as result of carrying out a regional foresight. The objective factors stipulating the necessity to develop a zoning methodology applicable to the new economic and vital activity conditions are revealed. Amethod of complex nature and economic zoning for determining the southern border of the Russian Arctic is proposed taking into consideration the factor of increasing manageability.
