OIL AND GAS BARENTS-KARA SHELF IN RUSSIAAND FORECAST OF SEARCH CRITERIA FOR HYDROCARBON RAWMATERIALS IN THE COASTAL ZONE OF THE KOLA REGION Four periods o f the oil and gas formation are defined within the Barents-Kara region, when a number of large regularly distributed oil and gas deposits o f huge general potential formed. Along with previously discovered and half-prospected large and unique oil and gas deposits within the above provinces, three areas that seem promising for hydrocarbon raw material and had no sufficient study were defined. Provided that they reveal industrially significant concentrations, these may essentially increase the oil and gas potential of the region. It is the northernmost part o f the Murmansk region within the Rybachiy Peninsula and just about the centre o f the region, the Franz Josef archipelago area and the Northern Kara shelf. It is assumed, that discovering hydracarbon deposits in the first two o f these areas are currently most vital. THE EURO-ARCTIC GAS CLUSTER FORMING PERSPECTIVES ON THE TERRITORY OF THE BARENTS REGION Analysis o f the situation in Euro-Arctic gas economic sector with consideration o f probably achievements and risks o f the regional cooperation allow to hope for forming o f an innovation gas cluster in Barents region frames. In this case realization o f the Shtokman project in the part of LNG complex creation can be transfer from distant perspective to the stage o f direct realization. INNOVATIVE TRENDS AS A FACTOR PROVIDING A SUSTAINABLE DEVELOPMENT OF ECONOMY OF THE NORTH Complex analysis of the existing positive and negative tendencies in the economy o f Russian northern regions was carried out and an evaluation of influence of new technologies on structural changes in socio economic development was given. The main external and internal factors influencing the scientific-technical and innovation potential of the northern regions are considered. It has been shown that under the conditions of production fluctuation, declining investment activities and lack o f an active state industrial policy in the field o f innovation, the measures on the economy restructuring did not result in production modernization on the basis of advanced technologies ensuring competitiveness of all components o f products along the whole technological chain of their manufacturing. Under such conditions the main goal of innovation industrial policy should be creation o f efficient mechanisms of stimulating technological modernization of priority directions o f production development, serving as some "growth points" for other branches o f the regional economy. Analysis of factors influencing formation and functioning o f the innovation field indicates both directions for the state initiatives on support of innovations and the necessity to elaborate criteria for evaluation o f innovation activities. Specificity of economy of northern regions require urgent solutions to questions connected to uniting efforts o f participants of the innovation process for elaboration and realization o f regional strategic priorities o f industrial policy. Conceptual bases o f development strategy in northern regions based on the transition from the resource model to the innovation-technological one are worked out. 144
