INTRODUCTION The research and development results presented in the tenth issue o f the "Information Technology" series o f Proceedings o f the Kola Science Center o f the Russian Academy o f Sciences, cover a wide range o f urgent problems in the field of modeling complex systems and decision support - from theoretical aspects to applied technologies. The practical tasks to which the studies o f the authors o f the papers are oriented are largely determined by the specifics o f systems and objects localized in the Arctic zone o f the Russian Federation (AZRF). Interdisciplinary consideration o f problems, coordination o f activities and decisions o f various management entities are needs for sound decisions in the field o f managing the functioning and development of various systems in the Russian Arctic. At the same time, management entities can have different departmental affiliations, are often geographically distributed, and their “personal” interests can vary significantly. A number o f authors propose solutions based on a network-centric approach with combined use o f various modeling technologies, first o f all, multi-agent ones to provide informational and analytical support for management under such conditions. The complexity o f the objects o f control and modeling requires the inclusion in to consideration o f factors and characteristics o f various nature, the joint processing of quantitative and qualitative data, and the increase in cognitive presentation o f the results o f computer information processing. To do this, as a rule, methods, models and technologies are used that relate to various areas o f artificial intelligence. A number of them are presented in this issue. These are models o f neural networks, methods for the automated knowledge extraction from heterogeneous sources, including texts in natural language, methods o f cognitive visualization that allow automated generation of problem-oriented geoimages taking into account the "interests" o f users. The papers devoted to the development and use o f constraints programming methods are also in the issue. In the context of the "Digital Economy o f the Russian Federation" program, in this issue presents the main provisions of the national system for managing data and features o f the Arctic zone o f the Russian Federation as a test region for implementing practical solutions to this system. The process of developing ideas o f e-democracy in the world is considered in one o f the articles. The specific features o f the use of online social networks at various levels o f government highlights in the article Traditionally, the issue includes articles on the use o f modeling and information technology in the development and support o f the functioning o f technological processes. The “Information Technologies” series is addressed to specialists in the field of modeling, as well as the development, creation and practical use o f systems and technologies for information support o f decision-making in various areas o f management and production, to lecturers and students o f relevant specialties. 7
