INTRODUCTION The development o f the theory and technologies o f modeling has given us the opportunity to use them for the ever wider study o f the systems and processes that fall into the category o f weakly formalized ones. Identification and deep understanding of the systems properties, interconnections and regularities that determine these properties make it possible to work out valid decisions concerning their development and predict the possible reactions o f the systems to various actions. At the same time, an important role is given to technologies o f transforming the qualitative descriptions o f the systems under study into formal structures suitable for computer processing. A number of articles presented in the ninth edition o f the “Information Technologies” series o f the Works o f the Kola Scientific Center o f the Russian Academy o f Sciences are devoted to such technologies. Specifically, linguo-combinatorial modeling, intelligent planning using constraint programming methods, and a logistic approach to managing complex systems are considered. The application aspect o f the developed methods and modeling technologies is determined by the features o f the Arctic zone o f the Russian Federation (AZRF). The subjects o f research include regional safety in a broad sense, workforce for the development o f the Russian Arctic, marine economic complexes. The main source o f information about weakly formalized systems are natural language texts. This determines the urgency o f the methods development for automated extraction, formalization and systematization o f knowledge received from texts. This issue includes several articles on researches in this area, such as development of technologies for semantic analysis and visualization o f semantic models o f text documents, as well as the use o f modal logic in the analysis o f statements in normative documents to identify possible contradictions and incompleteness of the legal field. A technology that uses ontological design pattern is proposed to generate, expand and fill ontologies based on the analysis o f thematic natural language texts. The integration o f ontological modeling technologies with the methods for solve problems o f satisfying constraints makes it possible to reduce the time o f information systems response to a database query by optimizing the execution o f ontology-based data access queries. The current issue also includes an overview o f the development features o f the Russian Arctic, based on materials from the Offshore Marintec Russia 2018 conference and a competition of scientific, technical and innovative ideas aimed at the development o f the Arctic and the continental shelf (Arctic 2018) The issue is addressed to experts in the field o f creation and practical use of information systems and technologies in various areas o f management and production activities, teachers and students o f universities o f relevant specialties. 7
