INTRODUCTION The series "Information Technology" represents the research and development results in the field of creation and development of methods, models, information technology and systems to support of tasks solving in a wide range of activity areas. Presented works were performed as within the framework of governmental assignments, well as with the support of RFBR grants. A significant part of the works included in the eighth issue of the "Information Technologies" series of the Proceedings of the Kola Science Center of the Russian Academy of Sciences is devoted to the analysis, modeling and automation of regional security management processes. In these papers the results of the study of systemic connections, regularities and trends that determine the security of the development of regional socio-economic systems are presented. Problems formulations and variants of number tasks formalization of regional security management are proposed. In particular, the problem of assessing societal security as one of the key factors for sustainable regional development and various approaches to formalizing the uncertainties essential for managing regional security are considered. The components and principles of using the information technology to automated synthesis of population migration models are determined. The technology being developed is based on the joint use of system dynamics methods, randomized and ontological modeling. Special attention is paid to the development of means for solving problems of intellectual information support for spatial planning management of regional sea economic complexes that play an important role in the strategic development plans of the Murmansk region. Along with the works on issues of conceptual and methodological levels, this publication includes articles on the development of solutions for the development of tools for the formation of the "digital economy". Among them, the original approach, which allows to model physical systems within the framework of the programming paradigm in constraints by using specialized matrix-like structures. The mathematical apparatus of the approach provides the opportunity, without changing the mechanisms of formal output, to receive from information systems answers to questions of various types: prognostic, diagnostic and management. Also the service of semantic analysis for text in natural language is presented in the number. The service implements the formation of a semantic domain model on the basis of a documents collection, which greatly expands the possibilities of automated "sense recognition" of the analyzed texts. The research on the development and creation of information technology to support the management of industrial facilities and technological processes do not lose their relevance. Urgency is due both to the need to improve the efficiency of the organizational and technological processes of mining and processing of mineral raw materials, which playing one of the key roles in the region's economy, and exacerbating the problems of ensuring the stable functioning of aging equipment in a number of industries. Solving the problems of production management requires mandatory accounting with technological and economic, environmental and social factors in modem conditions. This is the first issue that includes papers supported after the competitive selection under the program “Smart Person” (Participant of Youth Scientific- Innovative Competition). The series is intended for experts in development and practical application of information systems and technologies in various fields of administrative and industrial activity, as well as for teachers and students of corresponding specialists of higher education. 7
