At present, even with a rather low consumption of titanium products in the Russian Federation, industries are provided with titanium dioxide only to a small extent. The containment of the economic development of the chemical, paint and varnish, pharmaceutical and other basic industries is caused by a reduction in imports of titanium dioxide, unstable political situation, the lack of domestic raw materials — pigmentary titanium dioxide has moved to the category of highly deficient products. Taking into consideration the expediency of refusal of import, it is necessary to bring the structure of the mineral resource base into line with the structure of the country's titanium-consuming complex by expanding the scope of geological exploration, scientific research and pilot tests, evaluating strategic alternatives for creating a production complex. The presence of significant industrial reserves and resources of diverse, including unconventional, titanium-containing raw materials in the Central and the North-West federal districts of Russia (in the Tambov and Murmansk regions, Karelia) is shown. For a part of the ores from existing deposits, the technologies for their processing with obtaining the products of the required quality were developed and tested on a pilot scale. A significant part of ore deposits, especially multicomponent complex composition, is currently insufficiently explored and studied and represents a reserve for the future. It is advisable to evaluate strategic alternatives for involving the most promising deposits of titanium-containing ores of the North-West of the Russian Federation in the national economic turnover. Since the resource concept dominates at the present stage of development of the theory of strategic management, which has shifted the emphasis of scientific research from the theory of industry organization to firms as the main object, a resource approach has been proposed to quantify the strategic potential of the titanium industry. Введение В основе одной из ключевых проблем обеспечения Российской Федерации отечественным титановым сырьем, достаточным в объемах для покрытия потребностей внутреннего рынка, лежит необходимость проведения научных исследований и поиска возможностей промышленного производства и комплексного извлечения титаносодержащих руд из открытых россыпных и коренных месторождений страны. Для этих целей необходимо пересмотреть традиционный ресурсопотребляющий подход развития экономической системы. Вовлечение в промышленную разработку нетрадиционных источников диоксида титана способствует интенсивному воспроизводству минерально-сырьевой базы, стимулирует привлечение инвестиций в национальную экономику ввиду высокого дефицита и востребованности продукта на мировом рынке. Подходами к формированию стратегических альтернатив устойчивого развития в условиях высоких факторов неопределенности внешней среды занимались такие известные ученые, как А. Л. Градова, М. Л. Разу, В. А. Горемыкина, Н. В. Чепаченко, В. А. Федосеев и др. 100
