Принятая в качестве императива развития экономики России концепция модернизации промышленности требует уточнения и конкретизации в процессе её воплощении на практике применительно к региональному уровню экономики. Особую значимость при этом приобретают учёт региональных условий хозяйствования, состава и структуры базисных отраслей промышленности и соответствующих им основных направлений технологического развития промышленности. В статье рассматривается проблема определения основных направлений технологического развития промышленности северных и арктических регионов России. С этой целью был проведен анализ структурных сдвигов в промышленности регионов Севера и Арктики. Основу методологии исследования составили метод «сдвиг-доля» (shift-share analysis) и коэффициент локализации. Метод «сдвиг-доля» использовался в классической интерпретации. Период исследования — с 2005 по 2015 гг., базовым является 2005 г. Параметром являлась валовая добавленная стоимость. В результате проведенного анализа выявлены отрасли специализации и определены основные факторы структурных изменений в формировании валовой добавленной стоимости промышленности северных и арктических регионов. Это позволило определить основное содержание региональной промышленной политики и соответствующие ему основные направления технологического развития для регионов Севера и Арктики. The concept of industrial modernization adopted as an imperative for development of the Russian economy requires clarification and concretization in the process of its implementation in practice in the context of the regional level of the economy. In this case, the regional conditions of management, the composition and structure of the basic industry sectors and the correspondingbasic directions oftechnological development of the industry are of special significance. The article deals with the problem of determining the main directions of technological development of the industry in the Northern and Arctic regions of Russia. To this end, the structural shifts in the industry in the regions of the North and the Arctic are analyzed. The basis of the research methodology was shift-share analysis and localization coefficient. The shift-share method was used in the classical interpretation. The study period is from 2005 to 2015, the base year is 2005. The parameter was gross value added. As a result of the analysis, the branches of specialization were identified and the main factors of structural changes in forming gross value added in the industry in the Northern and Arctic regions were identified. It allowed determining the main content of the regional industrial policy and the corresponding main directions of technological development for the regions of the North and the Arctic.
