Руководство России не без оснований считает сегодня Арктику стратегическим потенциалом страны. Так, Министерство энергетики оценивает запасыуглеводородов в российской части Арктики в миллиардытонн нефти и десятки триллионов кубических метров газа. Только за 2016 г. в Арктике было добыто 90 млн т нефти, или 17 % от добычи в стране, и 500 млрд м3газа, что составляет около 80 % от общего объёма добычи [1]. С учётом роста как населения планеты, так и мирового ВВП, требующих увеличения потребления первичной энергии, возрастает роль России, как нетто-экспортера нефти и газа. Соответственно, возрастает роль регионов АЗРФ и, в более отдалённой перспективе, арктического шельфа РФ в обеспечении растущего спроса. При этом ни вводимые против России секторальные санкции, ни давление «сланцевой революции» в США не могут заставить российские компании снизить активность в освоении арктических нефтегазовых месторождений. Luzin Institute for Economic Studies of the Kola Science Centre of RAS, Apatity, Russia THE MAIN FACTORS OF THE OIL AND GAS SECTOR DEVELOPMENT IN THE REGIONS OF THE RUSSIAN ARCTIC AND ON SHELF OF THE RUSSIAN ARCTIC SEAS Abstract. The Russian government has all reasons to consider the Arctic today as a strategic potential of the country. Thus, the Department of energy estimates hydrocarbon reserves in the Russian Arctic as billions tons of oil and tens of trillions cubic meters of gas. Only during 2016 90 million tons of oil, or 17 % of the country’s total extraction, and 500 billion cubic meters of gas, or about 80 % of the total extracted volume were extracted in the Arctic [1]. The role of Russia as the net-exporter of oil and gas is increasing with account of the growth of the world population and global GDP, which demands development of primary energy consumption. Accordingly, the role of the Russian Arctic regions and in the longer term, the Russian Arctic shelf, in meeting the growing demand will increase. However, neither anti-Russia sectoral sanctions, no the pressure of “the shale revolution” in the USA can force Russian companies to reduce their activities in the arctic hydrocarbon deposits development.
