Целью работы является разработка основных направлений модернизации инновационно­ промышленного комплекса Севера и Арктики. Для этого требуется провести оценку уровня необходимой модернизации макрорегиона и на основании результатов исследования сформулировать основные направления модернизации инновационно-промышленного комплекса с учетом повышенных затрат и климатических условий. Исследование выполнено с использованием различных методологий. Был проведен анализ уровня развития научно-исследовательского и инновационного комплекса Севера и Арктики. Показано, что его уровень развития значительно отстает от аналогичных показателей северных стран, в связи с чем требуется модернизация высокого уровня. Несколько лучше ситуация с уровнем развития инновационного комплекса на примере Магаданской области. В других регионах Севера и Арктики уровень развития низкий и необходим высокий уровень модернизации. Особенно значительный уровень модернизации требуется для инновационного развития Камчатского края, Ненецкого и Чукотского автономных округов. При этом показано, что для всех регионов Севера и Арктики требуется комплексная модернизация высокого уровня. На основании исследования разработаны основные направления модернизации инновационно-промышленного комплекса для повышения уровня экономического развития регионов Севера и Арктики. The aim of the work is to develop the main directions of modernization of the innovative industrial complex of the North and the Arctic. This requires to assess the level of necessary modernization of the macro-region and, basing on the results of the study, to formulate the main directions of modernization of the innovation industrial complex, taking into account increased costs and climatic conditions. Variousmethodologies were used during the research. The level of development of the research and innovation complex of the North and the Arctic has been analyzed. It has been shown that the level of development of the research complex of the North and the Arctic lags far behind the analogous indicators of the Nordic countries, therefore modernization of a high level is required. The situation with the development of the level of the innovation complex is somewhat better in the Magadan Region. In other regions of the North and the Arctic, the level of development is low and a high level of modernization is required. A particularly significant level of modernization is required for innovative development of Kamchatka area, the Nenets and Chukotka Autonomous Districts. At the same time, it has been shown that a complex modernization of a high level is required for all regions of the North and the Arctic. Basing on the research, the main areas of modernization of the innovation-industrial complex have been developed to improve the level of economic development in the regions of the North and the Arctic.
