УДК 330.34 ФУНДАМЕНТАЛЬНЫЕ ИССЛЕДОВАНИЯ ИННОВАЦИОННОГО РАЗВИТИЯ ЭКОНОМИКИ СЕВЕРА И АРКТИКИ ИНСТИТУТА ЭКОНОМИЧЕСКИХ ПРОБЛЕМ КОЛЬСКОГО НАУЧНОГО ЦЕНТРА РАН В. А. Работа посвящена обобщению результатов фундаментальных исследований Института экономических проблем КНЦ РАН, направленных на обоснование перехода северных и арктических территорий Российской Федерации на инновационно-технологическое развитие и модернизацию промышленности и других сфер хозяйственной деятельности. Исследованы экономические и инновационные факторы освоения природных ресурсов, инновационные тенденции в организации и управлении деятельностью промышленных предприятий, особенности управления инновационным развитием, национальной и региональными инновационными системами, вопросы прогнозирования потенциала инновационной индустриализации. Разработаны методологические основы оценки инновационного потенциала и конкурентоспособности территорий, инновационной активности предприятий, механизмы согласования государственной, региональной и корпоративной инновационной политики в Арктике. Изучены проблемы эффективного использования Северного морского пути как международной транспортной артерии. Сформулированы теоретические подходы к модернизации системы подготовки и переподготовки кадров для реализации северных и арктических инновационных проектов. Рассмотрены противосанкционные действия, вопросы проведения политики импортозамещения, государственного регулирования и стимулирования, ресурсосбережения и охраны окружающей среды, основанных на инновационных проектах, и другие важнейшие аспекты, влияющие на создание и развитие инновационной экономики Севера и Арктики. Приведены конкретные результаты выполнения государственных заданий, научно-технических программ, проектов научных фондов и работ по хозяйственным договорам с промышленными предприятиями. Сформулированы направления работ по рассматриваемым проблемам на ближайшую перспективу. Ключевые слова: инновационное развитие, инновационная экономика, управление, Север, Арктика. BASIC RESEARCH OF INNOVATION DEVELOPMENT OF THE ECONOMY IN THE NORTH AND THE ARCTIC AT THE INSTITUTE FOR ECONOM IC STUDIES OF THE KOLA SCIENCE CENTRE OF THE RAS V. A. The work is devoted to summarizing the basic research results of the Institute for Economic Studies of the KSC of the RAS, aimed at substantiation of the transition of the Russian northern and arctic territories to innovation-technological development and modernization of the industry and other economic activities. Economic and innovation factors of developing natural resources, innovation tendencies in organization and management of industrial companies, specificities of innovation development management, and issues of forecasting the potential of innovation industrialization have been studied. Methodological principles of estimation of the innovation potential and competitiveness of territories, innovation activities of companies, mechanisms of conciliation of the state, regional and corporate innovation policies in the Arctic have been developed. The challenges of efficient use of the Northern Sea Route as an international transport artery have been studied. The theoretical approaches to modernization of the system of personnel training and retraining for implementation of the Northern and the Arctic innovative projects have been formulated. The anti-sanction actions, issues of import substitution policies, state regulations and incentives, resource saving and environmental protection, based on innovation projects, and other important aspects, affecting the creation and development of innovation economy of the North and the Arctic, have been considered. The concrete results of the state scientific and technical programs, projects, financed by the research funds, and works according to agreements with industrial companies, are presented.
