Дан подробный анализ движущих сил и регуляторов, которые позволили в 2014 г. начать строительство на западном берегу Кольского залива железнодорожной линии «ст. Выходной — мостовой переход через р. Тулома — ст. Мурмаши — ст. Лавна» за счет средств из федерального бюджета в рамках федеральной целевой программы «Развитие транспортной системы России (2010-2020 годы)». Цена контракта 41.5 млрд руб., длина линии 46 км, пропускная мощность 28 млн т в год. Такая мощность была определена в обосновании инвестиций по проекту «Комплексное развитие Мурманского транспортного узла» в 2006 г. В настоящее время и на перспективу такая грузовая база для строящегося объекта федеральной собственности отсутствует. В связи с призывом председателя Государственной комиссии по вопросам развития Арктики Д. Рогозина о необходимости провести «ревизию Арктики» предлагается ограничить начатое строительство участком «ст. Выходной — мостовой переход через р. Тулома — ст. Мурмаши» с последующим рассмотрением продолжения строительства до ст. Лавна при наличии подтвержденной грузовой базы. MURMANSK TRANSPORT HUB: FROM DECLARATIONS AND INTENTIONS TO THE REALITIES OF CARGO BASE FOR CONSTRUCTION OF THE RAILWAY «STATION VYKHODNOY — STATION LAVNA» M. A. Tarakanov, Senior Researcher G. P. The article gives a detailed analysis of the drivers and controllers, which allowed in 2014 to begin construction on the western shore of the Kola Bay the railway «st. Vykhodnoy — the bridge over the river Tuloma — st. Murmashi — st. Lavna» with funds from the federal budget in the framework of the Federal Target Program «Development of the Transport System of Russia (2010-2020)». The contract price is 41.5 billion rubles, the railway length is 46 km, the throughput capacity is 28 million tons per year. This capacity was determined in the substantiation of the investment project «Integrated Development of the Murmansk Transport Hub» in 2006. At present and for the future such cargo base for construction of the federal object is missing. In connection with the report of the Chairman of the State Commission on Development of the Arctic D. Rogozin about the need to carry out a «revision of the Arctic» it has proposed to restrict the construction by the site «st. Vykhodnoy — the bridge over the river Tuloma — st. Murmashi» with subsequent consideration to construct continuation to st. Lavna in case of the confirmed cargo base.
