РАЦИОНАЛЬНОЕ ПРИРОДОПОЛЬЗОВАНИЕ И ОХРАНА ОКРУЖАЮЩЕЙ СРЕДЫ ОПТИМИЗАЦИЯ БЮДЖЕТНЫХ РАСХОДОВ НА ГОСУДАРСТВЕННОЕ УПРАВЛЕНИЕ ПРИРОДОПОЛЬЗОВАНИЕМ И ОХРАНОЙ ОКРУЖАЮЩЕЙ СРЕДЫ В СТАРОПРОМЫШЛЕННЫХ РАЙОНАХ СЕВЕРНЫХ СУБЪЕКТОВ ФЕДЕРАЦИИ Г. Апатиты , Россия Аннотация: Обсуждаются проблемы оптимизации бюджетных расходов на государственное управление природопользованием и оценки эффективности деятельности органа управления в субъекте федерации в контексте теории управления по результатам. Показаны причины сохранения тенденции к росту бюджетных расходов на управление природопользованием в субъекте федерации. Рассмотрены особенности деятельности органа управления в старопромышленных районах северных субъектов федерации и бюджетных расходов на выполнение функций по разрешительной и контрольно-надзорной деятельности. Особое внимание уделено объяснению выгоды и ущерба для достижения региональной экологической эффективности от наблюдаемой высокой доли бюджетных расходов, финансируемых из федерального бюджета. Доказывается отсутствие увязки бюджетного финансирования с показателями экологической эффективности деятельности органа управления. Показано, что только одно направление оценки эффективности бюджетных расходов - расходы по реализации программ государственных учреждений - соответствует концепции «управление по результатам». Анализируются недостатки существующих измеряемых показателей экологической эффективности на уровне субъекта федерации. Доказывается, что показатель KPI (Key Performance Indicator) является одним из вариантов применения концепции «управления по результатам». Обосновываются меры по оптимизации бюджетных расходов на обеспечение функций государственного управления природопользованием в условиях дефицита бюджетов всех уровней. OPTIM IZATION OF BUDGETARY EXPENDITURES FOR PUBLIC ADMINISTRATION OF NATURE RESOURCE AND ENVIRONMENTAL IN OLD INDUSTRIAL REGIONS OF NORTHERN REGIONS OF THE FEDERATION G.N.Kharitonova PhD (Economics), Leading Researcher, Institu te for Economic Studies of the Kola Science Cen ter of RAS, Apatity, Russia Abstract. The article discusses the problems of optimization of budget expenses for state environmental management and evaluation of the efficiency of the management body activities in the region of the federation in the context of results-based management theory. The reasons for keeping the trend to growing budgetary expenditures for nature management in the region are shown. The specificity of the management body activities in old industrial areas of northern regions of the federation, and budgetary expenditures for execution of the functions of licensing, control and surveillance activities is discussed. A special attention is paid to explanation of benefits and losses for achieving the regional environmental efficiency from the observed high share of budgetary expenditures funded from the federal budget. It is proved that there is no link between the budgetary funding and indicators of eco-efficiency of the management body activities. It is shown that only one direction of evaluating the effectiveness of budgetary expenditures - expenditures for implementation of programs of public institutions - corresponds to the concept of “result-based management”. The shortcomings of the existing environmental performance indicators measured at the regional level are analyzed. It is proved that KPI (Key Performance Indicator) is one of the options to apply “result- based management” concept. The measures on optimization of budgetary expenditures to ensure environmental functions of the government bodies under the budget deficit at all levels are substantiated.
