Доля малых предприятий в производстве ВРП регионов РФ составляет 13-20 %, тогда как за рубежом она достигает 50-70 %, поэтому представляет интерес исследование региональных условий для развития малого предпринимательства. В статье приводятся данные о развитии МСП за 2010-2013 гг. и за I полугодие 2014 г., которые характеризуют рост оборота предприятий, средней зарплаты работников и объёма налогов, поступивших в бюджет региона от субъектов МСП. В то же время из-за увеличения налоговой нагрузки сократилось количество хозяйствующих субъектов и снизился объём инвестиций в основной капитал. Для улучшения предпринимательского климата необходимо устранять административные барьеры в сфере арендных отношений (за семь лет арендная плата выросла в 30 раз), проблемы в энергообеспечении, коррупцию в администрации и контролирующих органах, снижать процентную ставку за кредиты. The share of small businesses in the production of GRP Russian regions is 13-20%, while abroad it reaches 50-70%. Hence the interest is the study of regional conditions of the development of small business. The article provides data on the development of SMB for 2010-2013 years and 1 semester of the year 2014 which characterize the output of enterprises, the average salary of employees and the amount of taxes in the budget of the region from SME. At the same time, the number of economic units decreased and the volume of investments in fixed capital reduced because of an increase in the tax burden. To improve the business climate should eliminate administrative barriers in the sphere of rental relations (in the seven years the rent has grown in 30 times), the problems in energy supply, the cor­ ruption in the Administration and regulatory bodies, high interest rate for the loans.
