Актуальность исследования вопросов стратегического планирования социально­ экономического развития муниципальных образований значительно возросла после приятия в июне 2014 г. Федерального закона «О стратегическом планировании в Российской Федерации». В нем впервые российские муниципалитеты законодательно признаны полноценными участниками системы стратегического планирования страны. Статья основана на результатах исследования, выполненного в 2014 г. при поддержке гранта регионального конкурса РГНФ и включает три части. В первой кратко освещаются научно-методические основы стратегического планирования и управления и современные тенденции их развития. Во второй части приводятся результаты анализа практики применения стратегического планирования в муниципалитетах Российского Севера и Арктики, включая оценку полноты содержания документов стратегического планирования. Приведены результаты оценки степени распространенности стратегического планирования в муниципалитетах Российского Севера. Установлено, что, в среднем, она достигла 31%, в том числе 25% среди муниципальных районов и 44% среди городских округов. В заключительной третьей части изложены предложения по совершенствованию государственной и муниципальной политики в сфере развития стратегического планирования и управления социально-экономическим развитием муниципалитетов, значимость которого для муниципальных образований Российского Севера и Арктики, с учетом их особенностей особенно высока. DEVELOPMENT OF STRATEGIC PLANNING IN THE MUNICIPALITIES OF THE RUSSIAN NORTH AND THE ARCTIC V. The relevance of studying issues of strategic planning of socio-economic development of municipalities has increased significantly since the adoption in June 2014 of the Federal Law "On the Strategic Planning in the RussianFederation". It for the first time legally recognized Russian municipalities as full participants in the strategic planning of the country. This article is based on the results of the research carried out in 2014 with the support of the grant ofthe RHF regional competition and includes three parts. The first part briefly discusses the scientific and methodological bases for strategic planning and the current trends of their development. The second one presents the results of the strategic planning practices analysis in the municipalities of the Russian North and the Arctic, including the evaluation of completeness of strategic planning documents. The results of evaluation of the extent of strategic planning in the municipalities of the RussianNorth are given. It was determined that on the average, it reached 31%, including 25% of municipalities and 44% of urban districts. The concluding third part outlines proposals to improve the state and municipal policies in the field of strategic planning and management of socio-economic development of municipalities, whose significance for the municipalities of the Russian North and the Arctic, with their specificities taken into consideration, is especially high.
