Мы понимаем, что без консолидации все ­ го ресурсного потенциала (материального, финансового, кадрового, научно-технологи ­ ческого, информационного интеллектуаль ­ ного, организационного и иного) никакого динамичного сдвига в социально-экономи ­ ческом развитии Арктических территорий России не произойдет. Россия сохранит за собой Арктику, только имея в ней постоянное население. We understand that it is impossible to achieve dynamic progress in so ­ cial and economic development of the Arctic territories in Russia without consolidation of all resource potential (material, financial, person ­ nel, scientific and technological, information and intellectual, organizational, etc.) Russia will retain the Arctic only having the resident population there. Total loss of the Arc ­ tic population can deprive Russia of the so- called “ social skeleton ” of the territory.
