ðîïåéñêîãî èíñòðóìåíòà ñîñåäñòâà è ïàðòíåðñòâà «Êîëàðê- òèê» («ÅÈÑÏ-ÏÑ Êîëàðêòèê»). Âåäóùèì ïàðòíåðîì ÿâëÿåò- ñÿ Ìóðìàíñêàâòîäîð, à ïàðòíåðàìè ïðîåêòà ÀÍÎ «Öåíòð óïðàâëåíèÿ ïðîåêòàìè», ìóíèöèïàëèòåò Ñàëëà, Öåíòð ýêîíîìèêè, òðàíñïîðòà è îêðóæàþùåé ñðåäû Ëàïëàíäèè. Ïðîåêò îñóùåñòâëÿåòñÿ ïðè èíôîðìàöèîííîé è èíñòèòó- öèîíàëüíîé ïîääåðæêå Ìèíèñòåðñòâà òðàíñïîðòà è äî- ðîæíîãî õîçÿéñòâà Ìóðìàíñêîé îáëàñòè è Ìèíèñòåðñòâà ýêîíîìè÷åñêîãî ðàçâèòèÿ Ìóðìàíñêîé îáëàñòè. Îáùàÿ öåëü ïðîåêòà - âíåñòè âêëàä â ðàçâèòèå òðàíñ- ïîðòíîé èíôðàñòðóêòóðû è, ñëåäîâàòåëüíî, â ñîöèàëüíî- ýêîíîìè÷åñêîå ðàçâèòèå Áàðåíö-ðåãèîíà, êîíêðåòíàÿ öåëü ïðîåêòà – âûïîëíèòü ðåêîíñòðóêöèþ ó÷àñòêîâ äîðîãè êì 100-130 äîðîãè Ñàëëà–Àëàêóðòòè äëÿ îáåñïå÷åíèÿ áåç áà- ðüåðíîãî, âçàèìîâûãîäíîãî ïåðåñå÷åíèÿ ãðàíèöû ÐÔ-ÅÑ. Ожидаемые результаты можно представить в краткосрочнойидолгосрочнойперспективе.Крат- косрочные результаты проекта: 1. Ðåêîíñòðóêöèÿ ó÷àñòêîâ àâòîìîáèëüíîé äîðîãè 2. Ñíèæåíèå áàðüåðîâ äëÿ ðàçâèòèÿ ïðèãðàíè÷íîãî è ìåæäóíàðîäíîãî áèçíåñà è ìîáèëüíîñòè ãðàæäàí 3. Óâåëè÷åíèå ãðóçîïîòîêîâ è ïàññàæèðîïîòîêîâ ÷åðåç ãðàíèöó 4. Àäàïòàöèÿ íà ðîññèéñêîé äîðîãå óïðàâëåí÷åñêèõ è òåõíîëîãè÷åñêèõ íîó-õàó, ïîçâîëÿþùèõ ïîâûøàòü îòäà÷ó îò èìåþùåãîñÿ ôèíàíñèðîâàíèÿ è îïòèìèçèðîâàòü çà- òðàòû. Äîëãîñðî÷íûé ýôôåêò ïðîåêòà îïðåäåëÿåòñÿ âëèÿíèåì ñîâåðøåíñòâîâàíèÿ ñåòè äîðîã íà ñîöèàëüíî-ýêîíîìè÷å- ñêîãî ðàçâèòèå ðåãèîíà è ìóíèöèïàëèòåòà (Ìóðìàíñêîé îáëàñòè, Êàíäàëàêøñêîãî ðàéîíà è ñåëüñêîãî ïîñåëåíèÿ Àëàêóðòòè). Êîëè÷åñòâåííî ýòî îòðàçèòñÿ, â äîëãîñðî÷- íîé ïåðñïåêòèâå, â âèäå ñíèæåíèÿ òðàíñïîðòíîé ñîñòàâ- ëÿþùåé â öåíå òîâàðîâ è óñëóã, ñîçäàíèè íîâûõ ðàáî÷èõ ìåñò, àêòèâèçàöèè ýêîíîìè÷åñêîé ïðèãðàíè÷íîé äåÿòåëü- íîñòè è äð. Мы ожидаем, что произойдет: 1. Ñòèìóëèðîâàíèå ïîñëåäóþùåãî ïîñòåïåííîãî ñîç- äàíèÿ îáúåêòîâ èíôðàñòðóêòóðû: ïðèäîðîæíûõ ãîñòèíèö, êàôå, àâòîçàïðàâî÷íûõ ñòàíöèé 2. Ôîðìèðîâàíèå ïîëîæèòåëüíîãî èìèäæà ïðèãðàíè÷- íûõ òåððèòîðèé Îïåðåæàþùåå ðàçâèòèå òðàíñïîðòíîé èíôðàñòðóêòóðû ÿâëÿåòñÿ íåîáõîäèìûì óñëîâèåì ïîñëåäóþùåãî ðàçâè- òèÿ ïðèãðàíè÷íûõ òåððèòîðèé, áèçíåñà â ðåãèîíàõ.  ðåçóëüòàòå ðåàëèçàöèè ïðîåêòà áóäåò ñäåëàí âêëàä â ðåøåíèå ïðîáëåìû ðàçâèòèÿ òðàíñïîðòíîé èíôðà- ñòðóêòóðû íà þãå Êîëüñêîãî ïîëóîñòðîâà, ÷òî ïðèâåäåò ê ðàçâèòèþ áèçíåñà íà ïðèãðàíè÷íûõ òåððèòîðèÿõ, óâå- ëè÷åíèþ ãðóçî è ïàññàæèðîïîòîêà ÷åðåç ÊÏÏ «Ñàëëà», óëó÷øèò óñëîâèÿ îñóùåñòâëåíèÿ áèçíåñà è âíåøíåýêîíî- ìè÷åñêèõ îïåðàöèé. Íåñêîëüêî ðàç â ãîä ïðîõîäÿò âñòðå÷è ðóêîâîäÿùåãî êîìèòåòà ïðîåêòà. 18 èþíÿ 2014 ãîäà ñîñòîÿëîñü î÷åðåä- íîå çàñåäàíèå ðóêîâîäÿùåãî êîìèòåòà. Ñíà÷àëà íà 115 êì äàííîé äîðîãè âñòðåòèëèñü ïàðòíåðû ïðîåêòà, ïîä- ðÿä÷èê, ðóêîâîäñòâî ïðîãðàììû ÅÈÑÏ-ÏÑ Êîëàðêòèê.  êîíöå ìàÿ 2014 ãîäà íà÷àëèñü ðåìîíòíî-ñòðîèòåëüíûå ðàáîòû íà ó÷àñòêå 115-130 êì àâòîäîðîãè Êàíäàëàêøà- Àëàêóðòòè- ÌÀÏÏ Ñàëëà. Ãåíåðàëüíûé ïîäðÿä÷èê ðà- áîò âûáðàí íà îñíîâå îòêðûòîãî òåíäåðà, ïîáåäèòåëåì êîíêóðñà ñòàëà Óïðàâëÿþùàÿ êîìïàíèÿ «Ìóðìàíñêîå äî- ðîæíîå óïðàâëåíèå». Ïîäðÿä÷èê ïðåäñòàâèë õîä ðàáîò, îòâåòèë íà âîïðîñû, à çàòåì çàñåäàíèå ïðîäîëæèëîñü â ãîðîäå Ñàëëà. Ïîâåñòêà çàñåäàíèÿ âêëþ÷àëà âîïðîñû àíàëèçà õîäà ïðîåêòà è åãî òåêóùèõ ðåçóëüòàòîâ, ïëàíû íà îñòàâøèéñÿ ïåðèîä ïðîåêòà. Âî âñòðå÷å ïðèíèìàë ó÷à- ñòèå ìîíèòîð ïðîåêòà. Ïðîåêò êàæäûé ãîä ïðîõîäèò àóäèò ñî ñòîðîíû ôèíàíñèðóþùèõ îðãàíîâ è íåçàâèñèìûå àó- äèòîðñêèå ïðîâåðêè. 3. Increasing cargo and passenger flows over the border 4. Adaptation of managing and technical know-how for Russian roads in order to increase investment performance and optimize costs Long-termed results mostly depend on such factor as impact of improvement of the whole road network on social and economic development of the region and municipalities (Murmansk region, Kandalaksha district and Alakurtti settlement). Quantitative result will be reflected in following points: decreasing of transport part of all costs in goods and services sphere, creation of new work places, activating economic cross border activity and so on. Our expectations: 1. Stimulation of further creation of infrastructural objects like roadside inns, cafes, petrol stations 2. Formation of positive image of cross-border territories Rapid development of transport infrastructure is necessary for further development of cross-border territories and regional business. Realization of this project will contribute a lot to solving problem of development of transport infrastructure in the south of Kola Peninsula. Among the results are development of business on cross-border territories, increasing cargo and passenger flows over checkpoint “Salla”, improvement of conditions for business and external economic operations. Managing Committee of this project organizes meetings several times a year. One of such meetings was held on the 18 th of June, 2014. Project partners, contractor, project directory met at 115 km of the motorway. Repair and construction work of sector 115-130 km of motorway Kandalaksha – Alakurtti - Salla started at the end of May, 2014. General contractor of the project is holding company “Murmansk Road Management” which has been chosen due to open tender. Its representative presented stages of work, answered the questions, then meeting continued in Salla. Agenda included analyses of project realization and its results, plans for further time. Project monitor also attended the meeting. Annually the project is audited by financing authorities and independent examinations.
