Êðàéíåãî Ñåâåðà è ïðèðàâíåííûì ê íèì ìåñòíîñòÿì (êðàòêî – ðîññèéñêèé Ñåâåð)1 – â òàáë. 2. ×èñëî ìîíîãîðîäîâ, ðàñïîëîæåííûõ íà òåððèòîðèè Àðê- òè÷åñêîé çîíû ÐÔ, â íîâîì Ïåðå÷íå óìåíüøèëîñü ïî ñðàâ- íåíèþ ñ òåì, ÷òî äåéñòâîâàë â 2009-2014 ãã. Îäíèì èç ôàêòîðîâ ýòîãî ÿâèëîñü èñêëþ÷åíèå èç ïåðå÷íÿ ìîíîãî- ðîäîâ ìóíèöèïàëèòåòîâ, íà òåððèòîðèè êîòîðûõ âåäåòñÿ äîáû÷à íåôòè è ãàçà (ñîãëàñíî íîâûì êðèòåðèÿì). Òàêîå ðåøåíèå, î÷åâèäíî, îáóñëîâëåíî ïðåäñòàâëåíèåì, ÷òî ìóíèöèïàëüíûå îáðàçîâàíèÿ â ðàéîíàõ íåôòåãàçîäîáû÷è õàðàêòåðèçóþòñÿ áëàãîïîëó÷íûì ñîöèàëüíî-ýêîíîìè÷å- ñêèì ïîëîæåíèåì. Îäíàêî ýòî ðåøåíèå âðÿä ëè îïðàâäàíî. Óãëåâîäîðîäíûå ðåñóðñû îòíîñÿòñÿ ê íåâîñïðîèçâîäèìî- ìó ïðèðîäíîìó ñûðüþ è îòíîñèòåëüíîå áëàãîïîëó÷èå ñî- îòâåòñòâóþùèõ ïîñåëåíèé ÿâëÿåòñÿ âðåìåííûì, êîòîðîå ìîæåò ñìåíèòüñÿ îñòðûì êðèçèñîì â ïåðèîä èñòîùåíèÿ ìåñòîðîæäåíèé. Ïîýòîìó öåëåñîîáðàçíî íå èñêëþ÷àòü èç âíèìàíèÿ íè ãîñóäàðñòâåííûõ ðåãóëèðóþùèõ îðãàíîâ, íè èç ïîëèòèêè ìîíîãîðîäîâ ïðèîðèòåòîâ äîëãîñðî÷íîãî óñòîé÷èâîãî ðàçâèòèÿ òàêèõ ìóíèöèïàëüíûõ îáðàçîâàíèé âíå çàâèñèìîñòè îò èõ îòðàñëåâîé ïðèíàäëåæíîñòè. Ñîîò- âåòñòâóþùèì îáðàçîì äîëæíû áûòü îðèåíòèðîâàíû äîëãî- ñðî÷íûå ñòðàòåãèè èõ ðàçâèòèÿ, ïîääåðæèâàåìûå ìåðàìè ãîñóäàðñòâåííîé ïîëèòèêè, ÷òî äëÿ ñåâåðíûõ è Àðêòè÷åñêèõ ìóíèöèïàëèòåòîâ èìååò îñîáóþ àêòóàëüíîñòü. Результаты анализа содержания документов стратегического планирования и выводы  ðàìêàõ âûïîëíåíèÿ ÍÈÐ ïî ãðàíòó ÐÃÍÔ â 2014 ã. íàìè áûë ïðîâåäåí àíàëèç ñîäåðæàíèÿ äîêóìåíòîâ ñòðàòåãè÷åñêî- ãî ïëàíèðîâàíèÿ ìóíèöèïàëüíûõ îáðàçîâàíèé Ñåâåðà ÐÔ, çíà÷èòåëüíàÿ ÷àñòü êîòîðûõ ÿâëÿåòñÿ ìîíîïðîôèëüíûìè. Èñòî÷íèêîì èíôîðìàöèè ñëóæèëè ïîëíîòåêñòîâûå äîêóìåí- òû (ñòðàòåãèè, êîíöåïöèè, êîìïëåêñíûå ïëàíû), ïðåäñòàâ- ëåííûå íà îôèöèàëüíûõ Èíòåðíåò-ñàéòàõ îðãàíîâ ìåñòíîãî ñàìîóïðàâëåíèÿ. Âñåãî áûëî ïðîàíàëèçèðîâàíî 67 òàêèõ äî- êóìåíòîâ. Ôîðìàëèçîâàííûé ðåçóëüòàò òàêîãî àíàëèçà ñîñòî- ÿë â âûÿâëåíèè íàëè÷èÿ è ïîëíîòû (äîëè â %) èç ÷èñëà 11 ýëåìåíòîâ, îáû÷íî îïðåäåëÿåìûõ â ñòðàòåãèÿõ. Ò.å. – ìèñ- ñèÿ, ãëàâíàÿ öåëü, ïîäöåëè, öåëåâûå ïîêàçàòåëè, ïðèîðèòå- òû ðàçâèòèÿ, SWOT-àíàëèç, ñöåíàðèè, ìåõàíèçì ðåàëèçàöèè, ìîíèòîðèíã, âçàèìîñâÿçü ñ ðåãèîíàëüíîé è ôåäåðàëüíîé ñòðàòåãèÿìè, ñèñòåìà ìåðîïðèÿòèé ïî ðåàëèçàöèè ñòðàòå- ãèè. Îïðåäåëÿëñÿ òàêæå ñòàòóñ äîêóìåíòà ïî ïðèçíàêó îðãàíà åãî óòâåðäèâøåãî – ò.å. âûñøèì ïðåäñòàâèòåëüíûì îðãàíîì ìåñòíîãî ñàìîóïðàâëåíèÿ èëè àäìèíèñòðàöèåé ïîñåëåíèÿ.  ðåçóëüòàòå òàêîãî àíàëèçà óñòàíîâëåíî, ÷òî â 49 èëè áîëåå 73% îáùåãî ÷èñëà ðàññìîòðåííûõ äîêóìåíòîâ äîëÿ íåîáõîäèìûõ ýëåìåíòîâ èõ ñîäåðæàíèÿ ïðåâûøàåò 60% (ïðèñóòñòâóåò 7 èç 11 ýëåìåíòîâ), ÷òî ñâèäåòåëüñòâóåò î äîñòàòî÷íî âûñîêîì óðîâíå èõ ïîëíîòû. Ðàññìàòðèâàâøèå- ñÿ ñòðàòåãèè áûëè óòâåðæäåíû âûñøèì ïðåäñòàâèòåëüíûì comparison with previous one (2009-2014). One of the factors is removal from this list of municipalities within oil and gas industry (according to new criteria). The reason of this decision could be an opinion that municipal formations in the region of oil and gas industry are usually characterized by favorable socio-economic situation. However, this decision is hardly justified. Hydrocarbon resources are non-renewable natural raw materials, so favorable conditions of this or that region are temporary and could easily become critical in the period of field depletion. Therefore it is reasonable to keep in attention state authorities, policies of monotowns in priority of long-termed sustainable development of such municipal formation regardless their sector profile. Long-termed developing strategies should be oriented at appropriate way as well as supported by government measures. It is burning issue for northern and arctic municipalities. Analyses of documents on strategic planning, summary We analyzed documents of strategic planning of municipal formation located on the territory of Russian North (the most part of them is single-industry settlements) within the framework of research project granted by Russian Humanitarian Science Foundation in 2014. The sources of information were full-text documents (strategies, concepts, complex plans) published at official Internet resources of local authorities. Total amount of analyzed documents is 67. Formalized result of the analyses was counting in % from 11 elements of strategy, such as mission, main target, sub goals, developing priorities, SWOT-analyses, plans, mechanism of realization, monitoring, cooperation with regional and federal strategies, system of events to realize them. We also defined status of document according to structure which had approved that document – it could be high representative local agency of state power or the local authorities. According to the results, there were more than 60% of necessary elements (7 from 11 elements) in 49 documents (more than 70%). The fact means that level of document completeness is rather high. Described strategies were approved in 49 municipalities (73% from total amount) by high representative local agency of state power, in 13 municipalities (19% from total amount by administration office. 5 municipalities (7,5%) put texts of strategies at their official websites but did not point the status of approval. Results of this analyses and data of previous analyses of document quality of municipal strategic planning let conclude that the quantity and meaning of elements in regarded documents is satisfied despite the differentiation of that content.
