èç Õàììåðôåñòà â äðóãèå ìåñòà äëÿ ó÷åáû. Àäìèíèñòðàöèÿ ñîâìåñòíî ñ ìåñòíûìè ïðîìûøëåííûìè ïðåäïðèÿòèÿìè îð- ãàíèçóåò ñïåöèàëüíûå âñòðå÷è äëÿ òàêèõ ñòóäåíòîâ, êîãäà òå âîçâðàùàþòñÿ äîìîé íà êàíèêóëû. Íà ýòèõ âñòðå÷àõ ïðåäñòà- âèòåëè ïðîìûøëåííîñòè ðàññêàçûâàþò ñòóäåíòàì î áóäóùèõ ïåðñïåêòèâàõ äëÿ ðàáîòû è ïëàíàõ ðàçâèòèÿ Õàììåðôåñòà. Íåñìîòðÿ íà òî, ÷òî ñòðîèòåëüñòâî ñòóäåí÷åñêîãî æèëüÿ,- ýòî îòâåòñòâåííîñòü ãóáåðíèè Ôèííìàðê, ïîëèòèêè Õàììåð- ôåñòà ðåøèëè ïîñòðîèòü åù¸ 30 ñòóäåí÷åñêèõ êâàðòèð äëÿ ïðîôåññèîíàëüíîé øêîëû. Ýòî áûëî ñäåëàíî â êà÷åñòâå îä- íîãî èç øàãîâ â ðåàëèçàöèè ñòðàòåãèè ïî îáó÷åíèþ êâàëè- ôèöèðîâàííûõ ðàáî÷èõ â Õàììåðôåñòå. Äëÿ ïðåäîñòàâëåíèÿ â ãîðîäå êóðñîâ ïîâûøåíèÿ êâàëèôèêà- öèè è êóðñîâ äëÿ ïîñòóïëåíèÿ â âûñøèå òåõíè÷åñêèå ó÷åáíûå çàâåäåíèÿ áûëà ñîçäàíà îðãàíèçàöèÿ «Ýíåðãè Êàìïóñ Íîðä». Îíà îáðàçîâàëàñü â ðåçóëüòàòå ñîòðóäíè÷åñòâà íåñêîëüêèõ óíèâåðñèòåòîâ è âûñøèõ ó÷åáíûõ çàâåäåíèé Íîðâåãèè. Ñåâåðíûå òåððèòîðèè, ñòðàäàþùèå îò îòòîêà íàñåëåíèÿ, äîëæíû ïðåäïðèíèìàòü äîïîëíèòåëüíûå óñèëèÿ ïî ïðèâëå÷å- íèþ ëþäåé, â ñðàâíåíèè ñ þæíûìè ðåãèîíàìè. Ïðè áîëüøîé ïîòðåáíîñòè â èíæåíåðàõ, ÷àñòî íåäîñòàòî÷íî ïðåäëîæèòü ñïåöèàëèñòó èíòåðåñíóþ ðàáîòó, ÷òîáû îí ïåðååõàë íà ñå- âåð. Ðåãèîí äîëæåí áûòü òàêæå ïðèâëåêàòåëåí äëÿ åãî ñåìüè. Äëÿ îáåñïå÷åíèÿ ëó÷øèõ óñëîâèé ïðîæèâàíèÿ áûëî ïðèíÿòî ïîëèòè÷åñêîå ðåøåíèå èñïîëüçîâàòü íàëîãè, ïîñòóïàþùèå â áþäæåò îò ÑÏà çàâîäà, íà øêîëû, äåòñêèå ñàäû è ðàçâèòèå êóëüòóðû.  ðåçóëüòàòå, îêîëî ïîëìèëëèàðäà êðîí áûëî èñ- ïîëüçîâàíî íà ðåìîíò è ñòðîèòåëüñòâî øêîë è äåòñêèõ ñàäîâ. Ýòî îáåñïå÷èëî îäèí èç ñàìûõ âûñîêèõ ñòàíäàðòîâ â Íîðâåãèè è äîñòàòî÷íîå êîëè÷åñòâî ìåñò â äåòñêèõ ñàäàõ äëÿ âñåõ äåòåé.  öåíòðå Õàììåðôåñòà áûë ïîñòðîåí Àðêòè÷åñêèé Êóëüòóðíûé Öåíòð ñî ñöåíè÷åñêèì, âèäåî è àóäèî îáîðóäîâàíèåì âûñøåãî óðîâíÿ, à òàê æå ñ àêòèâíûì îñâåùåíèåì ñòåí çäàíèÿ, èìèòè- ðóþùèì ñåâåðíîå ñèÿíèå âî âðåìÿ ïîëÿðíîé íî÷è. Îí ñîáðàë öåëûé ðÿä ìóçûêàëüíûõ è òàíöåâàëüíûõ îðãàíèçàöèé, îáó÷àþ- ùèõ òàíöàì è ìóçûêå äåòåé è ïîäðîñòêîâ. negotiations with Statoil which resulted in building of anew road to Melk ø yain the sea parallel to the coastalroad. The municipality did not have a possibility to finance such project alone but they made a political decision to borrow money from Statoil to directthe traffic around the living areas. As the road condition is important both for inhabitants and for the industry Hammerfest authorities made another political decision on paying in advance from the municipality budget for reconstruction of the federal road running through the center. Reconstruction was otherwise planned to be financed from the federal budget in 2017. Qualified labor Hammerfest municipality works on attracting of new professionals. Hammerfest authorities present Hammerfest at the conferences and exhibitions as a place with large potential for industrial development and, therefore, unique career possibilities. There is a special focus on students who are originally from Hammerfest but moved to other places to study. Hammerfest municipality together with local industrial organizations arranges special meetings for such students when they come home on vacations. On such meetings representatives from the industry tell students about future prospects for job and plans for development in Hammerfest. Though building of student houses is a responsibility of Finnmark County, Hammerfest politicians made a decision to build 30 more student apartments for a local occupational school. This was done as one of the steps in the strategy for teaching of qualified workers locally. In order to provide post-graduate courses and the first stages of higher technical education locally there was established an organization Energi Campus Nord. It is a result of cooperation of several universities and high schools in Norway. Kindergartens, schools, culture Development of the industry in Hammerfest depends on professionals willing to move to the region with their families. Northern territories suffering from the negative population growth should make an extra effort to recruit people compared to the southern regions. With large demand for engineers in whole Norway it is often not enough to only offer an attractive job for causing an expert moving to the North. The region should be also attractive for his/her family. In order to secure better living conditions a political decision was made that taxes from the Hammerfest LNG should be used on schools, kindergartens and culture. As a result about 0,5mlrd. of NOK havebeen spent on renovation and building schools and kindergartens providing one of the highest standard in Norway and securing places to all children in Hammerfest. Arctic Culture Center was built in the center of Hammerfest with top standard stage, video and audio equipment and active lights on the walls imitating Northern lights during the Polar night. It has brought together multiple organizations offering dancing and music-training courses to the children and youngsters. Ñëåäóþùåå, íà ÷òî ïëàíèðóåòñÿ èñïîëüçîâàòü äîõîäû îò ÑÏà çàâîäà, ýòî ïîâûøåíèå ïðèâëåêàòåëüíîñòè Õàììåðôå- ñòà äëÿ æèçíè. Обмен опытом между властями нефтегазовых регионов Âëàñòè Õàììåðôåñòà ÷àñòî ïîñåùàëè Ñòàâàíãåð è ñ ãî- òîâíîñòüþ ó÷èëèñü ó îðãàíèçàöèé, èìåþùèõ îïûò ïî ñîçäà- íèþ áëàãîïðèÿòíûõ óñëîâèé äëÿ íåôòåãàçîâîé îòðàñëè.
