Íåñìîòðÿ íà ðÿä ñëîæíûõ ëåò, êîãäà áóðåíèå â Áàðåíöåâîì ìîðå íå ïðîâîäèëîñü, áûëî âàæíî ñîõðàíèòü áàçó êàê îäèí èç íàèáîëåå âàæíûõ ýëåìåíòîâ èíôðàñòðóêòóðû, íåîáõîäèìûõ äëÿ êîíöåíòðàöèè ïðîìûøëåííîñòè è ïîñòàâùèêîâ â ìóíè- öèïàëèòåòå Õàììåðôåñòà.  äàëüíåéøåì, áàçà áûëà êóïëåíà êîìïàíèåé ÍîðÑè Ãðóï ÀÑ, êîòîðàÿ ïðîôåññèîíàëüíî çàíèìà- åòñÿ ñòðîèòåëüñòâîì è óïðàâëåíèåì áàç ñíàáæåíèÿ ïî âñåé Íîðâåãèè. Ñåãîäíÿ áàçà ñíàáæåíèÿ ïðîäîëæàåò ðàñøèðÿòüñÿ áëàãîäà- ðÿ âûïîëíåíèþ ïîäâîäíûõ ðàáîò ïî îáóñòðîéñòâó íåôòÿíîãî ìåñòîðîæäåíèÿ Ãîëèàô è íåïðåðûâíîìó áóðåíèþ â Áàðåíöå- âîì ìîðå. Íåäàâíî Ïîðò Õàììåðôåñòà îò ëèöà àäìèíèñòðàöèè Õàììåðôåñòà è Ïîëÿðíàÿ Áàçà çàêëþ÷èëè äîãîâîð î ñîâìåñò- íûõ èíâåñòèöèÿõ â ðàçìåðå ïîðÿäêà 70 ìëí. êðîí â íîâûé ïðè- ÷àë äëÿ áóðîâûõ ïëàòôîðì. Ýòî óíèêàëüíîå ñîòðóäíè÷åñòâî ìåæäó âëàñòÿìè è ÷àñòíîé êîìïàíèåé, êîòîðîå îáåñïå÷èò íå- îáõîäèìóþ èíôðàñòðóêòóðó äëÿ îáñëóæèâàíèÿ è ìîäèôèêàöèè áóðîâûõ ïëàòôîðì â Õàììåðôåñòå. Îäíîâðåìåííî ñ ýòèì ïðî- ìûøëåííûé èíêóáàòîð Ïðî Áàðåíö â ñîòðóäíè÷åñòâå ñ áàçîé ñíàáæåíèÿ ÑÑÁ èç Áåðãåíà (Êîàñò Ñåíòåð Áýéñ) ðàáîòàåò íàä ïîäãîòîâêîé ïîñòàâùèêîâ äëÿ ýòîé íîâîé çàäà÷è. Áàçà ñíàáæåíèÿ ÿâëÿåòñÿ îäíèì èç ñàìûõ âàæíûõ ôàêòîðîâ, êîòîðûå äåëàþò ðåãèîí ïðèâëåêàòåëüíûì êàê äëÿ íåôòåãàçî- âûõ êîìïàíèé, òàê è äëÿ êðóïíûõ ïîñòàâùèêîâ è èíâåñòîðîâ. Аэропорт Íàëè÷èå âåðòîë¸òíîé áàçû è àýðîïîðòà èãðàþò âàæíóþ ðîëü ïðè ïðèíÿòèè ïîñòàâùèêàìè ðåøåíèÿ îá îòêðûòèè ïðåäñòàâèòåëüñòâà â òîì èëè èíîì ìåñòå. Ïåðâîíà÷àëüíî áûëî ðåøåíî ñîçäàòü âåðòîë¸òíóþ áàçó â Òðîìñ¸. Íî èç- çà ïîëîæèòåëüíîé òåíäåíöèè ðàçâèòèÿ áûëî ðåøåíî, ÷òî ñîçäàíèå çäåñü åù¸ è íåôòåãàçîâîé ïðîìûøëåííîñòè íå äîëæíî áûòü ïåðâûì ïðèîðèòåòîì. Ïîñëå áîëüøîé ïîëèòè- ÷åñêîé ðàáîòû â 80-õ ãîäàõ áûëî ïðèíÿòî ðåøåíèå â 1985 ã. î ñîçäàíèè âåðòîë¸òíîé áàçû â Õàììåðôåñòå. Ïîñëå ýòîãî ïîòðåáîâàëîñü åùå ðÿä óñèëèé, ÷òîáû óáåäèòü Ýíè Íîðãå èñïîëüçîâàòü âåðòîë¸òíóþ áàçó â Õàììåðôåñòå äëÿ ìåñòî- ðîæäåíèÿ Ãîëèàô. Òîëüêî íåäàâíî áûë îïóáëèêîâàí ïðî- ôåññèîíàëüíûé îò÷¸ò, ïîäòâåðæäàþùèé, ÷òî Õàììåðôåñò ÿâëÿåòñÿ åäèíñòâåííûì ïîäõîäÿùèì ìåñòîì äëÿ âåðòîë¸ò- íîé áàçû â Ñåâåðíîé Íîðâåãèè äëÿ îáåñïå÷åíèÿ äîñòàòî÷- íîãî áûñòðîãî ðåàãèðîâàíèÿ ïðè îáñëóæèâàíèè ñóùåñòâóþ- ùèõ íåôòåãàçîâûõ ìåñòîðîæäåíèé. Ïîñëå òîãî, êàê ïîòîê ãðóçîâ è ïàññàæèðîâ ñóùåñòâåííî âûðîñ ïîñëå íà÷àëà ðàçðàáîòêè ìåñòîðîæäåíèÿ Ñí¸âèò, ìó- íèöèïàëèòåò Õàììåðôåñòà íà÷àë ðàáîòàòü íàä ñîçäàíèåì íîâîãî àýðîïîðòà. Õîòÿ îò÷¸òû è èññëåäîâàíèÿ î ïðèãîä- íîñòè íîâîãî ìåñòà äëÿ àýðîïîðòà îáû÷íî îïëà÷èâàþòñÿ ïðîôèëüíûìè îðãàíèçàöèÿìè, Õàììåðôåñò ñàìîñòîÿòåëüíî èíèöèèðîâàë, ôèíàíñèðîâàë è óïðàâëÿë íåîáõîäèìîé ðàáî- òîé. Ñåé÷àñ ðàññìàòðèâàåòñÿ ñîçäàíèå íàñûïè â ìîðå äëÿ íîâîãî àýðîïîðòà â 15 ìèíóòàõ åçäû îò ãîðîäà. Дороги Äîðîãè â Õàììåðôåñòå ïîäâåðãëèñü ñèëüíîìó èçíîñó êîã- äà ñîòíè òÿæ¸ëûõ ãðóçîâèêîâ íà÷àëè ïðîåçæàòü ÷åðåç æèëûå ðàéîíû ê îñòðîâó Ìåëêîéà. Âëàñòè Õàììåðôåñòà ïðîâåëè ïåðåãîâîðû ñî Ñòàòîéëîì, êîòîðûå ïðèâåëè ê ñòðîèòåëüñòâó íîâîé äîðîãè, âåäóùåé êî âúåçäó â òóííåëü íà î. Ìåëêîéà, è ïðîõîäÿùåé ïî íàñûïè â ìîðå ïàðàëëåëüíî ñòàðîé äîðîãå. Âëàñòè íå èìåëè âîçìîæíîñòè ôèíàíñèðîâàòü òàêîé ïðîåêò ñàìîñòîÿòåëüíî, ïîýòîìó áûëî ïðèíÿòî ïîëèòè÷åñêîå ðåøå- íèå çàèìñòâîâàòü äåíüãè ó Ñòàòîéëà, ÷òîáû ïóñòèòü äâèæå- íèå â îáõîä æèëîãî ðàéîíà. Ïîñêîëüêó ñîñòîÿíèå äîðîã âàæíî êàê äëÿ íàñåëåíèÿ, òàê è äëÿ ïðîìûøëåííîñòè, âëàñòè Õàììåðôåñòà ïðèíÿëè åù¸ îäíî ïîëèòè÷åñêîå ðåøåíèå îïëàòèòü èç ìóíèöèïàëüíîãî áþäæåòà ðåìîíò ôåäåðàëüíîé äîðîãè, èäóùåé ÷åðåç öåíòð. Ôèíàíñèðîâàíèå ðåêîíñòðóêöèè ýòîé äîðîãè áûëî çàïëàíè- ðîâàíî â ôåäåðàëüíîì áþäæåòå òîëüêî íà 2017 ãîä. Квалифицированный персонал Âëàñòè Õàììåðôåñòà ðàáîòàþò íàä ïðèâëå÷åíèåì â ðå- ãèîí íîâûõ ïðîôåññèîíàëîâ. Àäìèíèñòðàöèÿ ïðåäñòàâëÿåò Õàììåðôåñò íà âûñòàâêàõ è êîíôåðåíöèÿõ êàê ìåñòî ñ áîëü- øèì ïîòåíöèàëîì äëÿ ïðîìûøëåííîãî ðîñòà è, êàê ñëåä- ñòâèå, ñ óíèêàëüíûìè âîçìîæíîñòÿìè äëÿ êàðüåðíîãî ðîñòà. Îñîáûé àêöåíò äåëàåòñÿ íà ñòóäåíòîâ, êîòîðûå ïåðååõàëè After many discussions both with politicians and industrial companies in Rogaland the new operation company Polarbase AS was established on the 1 st of September in 1984. The company was owned by a local company Ishavsolje AS (53,5%), Sparebanken Nord Norge (33,9%) and Norsea Base (13,3%). With this the first three important steps were made to attract oil and gas industry into the region: establishing of ahelicopter base, an oil spill response base and asupply base in Hammerfest. Regardless a number of complicated years, when drilling in the Barents Sea was not conducted, it was important to maintain the base as one of the most important elements of infrastructure necessary to concentrate industry and suppliers in the municipality of Hammerfest. Further on, the base has been bought by NorSea Group AS who are professionally engaged in construction and operation of supply bases all over Norway. As of today, the supply base keeps on spreading due to commencing subsea works on outfitting the offshore field Goliat and non-stop drilling in the Barents Sea. Recently Hammerfest municipality represented by Port of Hammerfest together with Polarbase has agreed upon common investment of about 70 mln. NOK in the new quay for drilling rigs. It is a unique cooperation between authorities and a private company and would provide the necessary infrastructure for maintenance and modification of rigs in Hammerfest. At the same time anindustrial incubator Pro Barents in cooperation with Coast Center Base work on Хаммерфест Hammerfest preparation of the supplier industry for the new task. The supply base is one of the most important factors which makes the region attractive for both oil and gas companies and for larger suppliers and investors. Airport Both ahelicopter base and an airport play an important role in the suppliers´ decision to establish themselves in the region. The helicopter base was first decided to be established in Troms ø . But because of the positive development it was decided that it should not be the first priority to establish oil and gas industry there. There was a lot of political work done in the 80s before the decision on establishment of the helicopter base in Hammerfest was made in 1985. After that there has been more political work to persuade EniNorge to use the helicopter base in Hammerfest for the Goliat field. Only recently a professional report came confirming that Hammerfest is the only suitable place in Northern Norway today for the helicopter base in order to provide sufficient emergency response for existing oil and gas fields. As the traffic grew considerably after Sn ø hvit exploration began, Hammerfest municipality started working at planning of the new airport. Though reports and surveys on the suitability of a new place for an airport are usually paid forby professional organizations, Hammerfest initiated, and financed all necessary work on their own. It is suggested to fill up a new area for the airport in the sea at just 10-15 minutes driving distance from the town. Roads Roads in Hammerfest were put under much strainwhen hundreds of heavy trucks began driving to Melkøya each week through the living areas.
