 öåëÿõ ñîõðàíåíèÿ ñòàòóñà êðóïíåéøåãî èãðîêà íà ìèðî- âîì ýíåðãåòè÷åñêîì ðûíêå Ðîññèÿ äîëæíà â ñàìîé áëèæàé- øåé ïåðñïåêòèâå ðåàëèçîâàòü àêòèâíóþ ñòðàòåãèþ ïî îñâî- åíèþ øåëüôà. Êîìïëåêñíàÿ ðàçðàáîòêà ãàçîíåôòåíîñíûõ ïðîâèíöèé ðîññèéñêîãî øåëüôà ìîæåò íå òîëüêî îáåñïå÷èòü âûñîêèå óðîâíè äîáû÷è óãëåâîäîðîäíîãî ñûðüÿ, íî è ñïîñîá- íà ñòàòü êàòàëèçàòîðîì ðàçâèòèÿ èííîâàöèîííûõ òåõíîëî- ãèé è ñòðîèòåëüñòâà ñïåöèàëüíûõ íàóêî¸ìêèõ ñîîðóæåíèé. Ñ ýòîé òî÷êè çðåíèÿ, ïîòåíöèàë ðîññèéñêîãî êîíòèíåíòàëüíîãî øåëüôà, íåñîìíåííî, ïðåäñòàâëÿåò îãðîìíûé èíòåðåñ äëÿ ÷àñòíûõ èíâåñòîðîâ, â òîì ÷èñëå èíîñòðàííûõ, îáëàäàþùèõ íîâåéøèìè òåõíîëîãèÿìè, íîó-õàó è íåîáõîäèìûìè òåõíè÷å- ñêèìè ðåøåíèÿìè. Ìîæíî êîíñòàòèðîâàòü, ÷òî ïðîöåññ âûðàáîòêè ñîãëàñîâàí- íîé ïîçèöèè ïî âîïðîñàì îñâîåíèÿ øåëüôà ìåæäó ãîñóäàð- ñòâîì è áèçíåñîì óæå íà÷àò.  íàñòîÿùåå âðåìÿ ïðîèñõîäèò ÷àñòè÷íîå ñîâåðøåíñòâîâàíèå äåéñòâóþùåãî çàêîíîäàòåëü- ñòâà è ðàçðàáîòêà åäèíûõ ïðîãðàììíî-öåëåâûõ äîêóìåíòîâ ïî âîïðîñàì îñâîåíèÿ øåëüôà, â êîòîðîì BDO â Ðîññèè, êàê êîìïàíèÿ, ñîïðîâîæäàþùàÿ ïðîåêòû íà Øòîêìàíîâñêîì ãà- çîêîíäåíñàòíîì è Ïðèðàçëîìíîì íåôòÿíîì ìåñòîðîæäåíè- ÿõ ñ òî÷êè çðåíèÿ íàëîãîâûõ è ïðàâîâûõ âîïðîñîâ, ïðèíèìàåò ñàìîå àêòèâíîå ó÷àñòèå.  ÷àñòíîñòè, íà óðîâíå ãîñóäàðñòâà óæå ïîÿâëÿåòñÿ ïî- íèìàíèå òîãî, ÷òî íåðåíòàáåëüíîñòü ÷àñòè øåëüôîâûõ ïðî- åêòîâ, â îñîáåííîñòè ìåñòîðîæäåíèé àðêòè÷åñêèõ ìîðåé, ÿâëÿåòñÿ îäíèì èç êëþ÷åâûõ ïðåïÿòñòâèé äëÿ äèíàìè÷íîé ðàçðàáîòêè ìåñòîðîæäåíèé ðîññèéñêîãî øåëüôà. Âîïðîñû îñâîåíèÿ øåëüôà â íàñòîÿùåå âðåìÿ íàõîäÿòñÿ â òåêóùåé ïîâåñòêå äíÿ ïðàêòè÷åñêè âñåõ ôåäåðàëüíûõ îðãàíîâ ãîñó- äàðñòâåííîé âëàñòè. Òàê, â àâãóñòå òåêóùåãî ãîäà áûëà îáðàçîâàíà ðàáî÷àÿ ãðóïïà Ãîñóäàðñòâåííîãî ñîâåòà Ðîññèéñêîé Ôåäåðàöèè ïî âîïðîñàì ðàçâèòèÿ Àðêòè÷åñêîé çîíû Ðîññèéñêîé Ôå- äåðàöèè, ðóêîâîäèòåëåì êîòîðîé áûë íàçíà÷åí Ãóáåðíàòîð Ìóðìàíñêîé îáëàñòè Äìèòðèåíêî Äìèòðèé Âëàäèìèðî- âè÷.  çàäà÷è Ðàáî÷åé ãðóïïû âõîäèò ïîäãîòîâêà äîêëàäà «Î ïðèîðèòåòíûõ ìåðàõ ýêîíîìè÷åñêîãî ñòèìóëèðîâàíèÿ äàëüíåéøåãî ðàçâèòèÿ Àðêòè÷åñêîé çîíû Ðîññèéñêîé Ôå- äåðàöèè» è ïðîåêò Ïîðó÷åíèé Ïðåçèäåíòà Ðîññèéñêîé Ôå- äåðàöèè ïî ïåðâîî÷åðåäíûì ìåðîïðèÿòèÿì, ñâÿçàííûì ñ ðàçâèòèåì Àðêòèêè. Ïðèìå÷àòåëüíî, ÷òî Êîíöåïöèÿ äàííî- ãî Äîêëàäà ñîäåðæèò îòäåëüíûé ðàçäåë, ïîñâÿùåííûé ðå- àëèçàöèè êðóïíûõ ýêîíîìè÷åñêèõ ïðîåêòîâ â Àðêòè÷åñêîé çîíå â îáëàñòè äîáû÷è è òðàíñïîðòèðîâêè óãëåâîäîðîäîâ, â ò.÷. íà ðîññèéñêîì øåëüôå, è ðàçâèòèÿ òðàíñïîðòíîé èí- ôðàñòðóêòóðû. Ñ 2009 ãîäà àêòèâíî âåä¸òñÿ ðàáîòà â Ãîñóäàðñòâåííîé Äóìå Ôåäåðàëüíîãî Ñîáðàíèÿ Ðîññèéñêîé Ôåäåðàöèè ïî ñîâåðøåíñòâîâàíèþ çàêîíîäàòåëüñòâà î êîíòèíåíòàëüíîì øåëüôå, íàïðàâëåííàÿ íà óïðîùåíèå àäìèíèñòðàòèâíûõ ïðîöåäóð, óñòàíîâëåíèå ïðèíöèïîâ ñòðàõîâàíèÿ øåëüôîâûõ ïðîåêòîâ è óñòðàíåíèå èíûõ ïðàâîâûõ ïðîáåëîâ è íåîïðåäå- ë¸ííîñòåé. 1 Íå ïîçäíåå 15 äåêàáðÿ 2010 ãîäà ôåäåðàëüíûìè âåäîì- ñòâàìè, â ÷àñòíîñòè Ìèíèñòåðñòâîì ôèíàíñîâ Ðîññèè, Ìèíèñòåðñòâîì ýêîíîìè÷åñêîãî ðàçâèòèÿ Ðîññèè è Ìèíè- ñòåðñòâîì ýíåðãåòèêè Ðîññèè, âî èñïîëíåíèå ïîðó÷åíèÿ çàìåñòèòåëÿ Ïðåäñåäàòåëÿ Ïðàâèòåëüñòâà ÐÔ Ñå÷èíà È.È. äîëæíà áûòü çàâåðøåíà ðàçðàáîòêà íîðìàòèâíûõ ïðàâîâûõ àêòîâ, íàïðàâëåííûõ íà ââåäåíèå íîâîé ñèñòåìû íàëîãîî- áëîæåíèÿ ïðè îñâîåíèè íîâûõ íåôòåãàçîâûõ ìåñòîðîæäå- íèé, â òîì ÷èñëå êîíòèíåíòàëüíîãî øåëüôà, ó÷èòûâàþùåé ãåîãðàôè÷åñêèå è ãåîëîãè÷åñêèå ðàçëè÷èÿ â óñëîâèÿõ ðàç- ðàáîòêè ìåñòîðîæäåíèé è ñïîñîáíîé ïîâûñèòü èíâåñòèöèîí- íóþ ïðèâëåêàòåëüíîñòü øåëüôîâûõ ïðîåêòîâ. 2 To keep the status of the biggest player on the world energy market Russia must in the nearest perspective implement an active strategy of shelf development. Complex development of oil and gas abundant provinces of the Russian shelf can not only ensure the high levels of hydrocarbons production, but it can also become a catalyst for development of innovation technologies and building of special high-tech constructions. From this point of view, the potential of Russian continental shelf is, certainly, of great interest for private invertors, including foreign ones, possessing the most advanced technologies, know-how and necessary technical solutions. We can say that the process of working out of common position on the shelf development issues between the state and the business has been started. Presently there is a process of partial improvement of current legislation and working out of unified program documents on the issues of shelf development, in which BDO Russia, as a company supporting projects for Shtockman gas field and Prirazlomnoe oil field from the point of view of tax and legal issues, is taking the most active part. For instance at the state level there is understanding of the fact that commercial impracticability of some shelf projects, especially deposits of Arctic seas, is one of the key thresholds for dynamic development of the Russian shelf. Currently the issues of shelf development are on the agenda of practically all federal state bodies. So in august this year there was formed a working group of the State Council of the Russian Federation on the issues of the development of the Arctic zone of the Russian Federation, the head of this group is the Governor of Murmansk region Dmitrienko Dmitry Vladimirovich. The tasks of the working group are to prepare the report On the priority measures for stimulation of further development of the Arctic zone of the Russian federation and the projects of the assignments of the President of the Russian Federation on the top priority actions related to the development of the Arctic. It is worth mentioning that the Concept for this report contains a special part devoted to the implementation of large economical projects in the Arctic zone in the field of production and transportation of hydrocarbons, including theRussian shelf, and the development of transport infrastructure. Since 2009 there is an active work in the State Duma of the Russian Federation on improving the legislation on the continental shelf, aimed at simplifying of administrative procedures, setting of principles for insurance of shelf projects and removing other legal gaps and uncertainties. 1 Not later than 15 December 2010 the federal authorities, including the Ministry of Finance of Russia, the Ministry of Economic Development of Russia, and the Ministry of Energy of Russia, to implement the assignment of the vice-chairmen of the government of RF I.I.
