“Lengiprotrans” as a part of project documentation of the object “Construction of car discharge station and unloading station of transport and conveyor system in the Murmansk Commercial Sea Port”. Development of railway infrastructure on the western coast of the Kola Bay To provide cargo delivery to the western coast of the Kola Bay it is planned to reconstruct and build single-track electric line Vykhodnoy-Lavna and port railway station Lavna together with the new bridge across Tuloma River. Out of 4 existing variants of line passing at the moment the most suitable one seems to be the third variant which includes: reconstruction of the existing railway section from y y Vykhodnoy to Murmashi station; construction of new 25 km connecting line Lavna- y y Murmashi. In 2007 according to the inquiry of LLC “Lavnatrans” JSC “Russian Railways” gave out technical specifications to engineer new railway line of common use to the port complex being constructed at the moment. Technical specifications are based on declared by LLC “Lavnatrans” annual volumes of transloading from railway to marine transport in 2015 - 12 mln tons, and by 2020 – 18 mln tons. Reception and departure of trains to the port complex for coal on the western coast of the Kola Bay will be carried out to newly-built station Lavna. Newly-built station Lavna is planned to be specialized both for reception and departure of trains and producing operations and for technical maintenance of electric locomotives and cargo wagons. The cost of construction works in the prices of 2007 (VAT inclusive) is 28 bln 218 mln598 rubbles. The project is being developed by the institute “Lengipromtrans”. In general railway transport of the North-West Federal District faces the following challenges: Before crises practical depletion of carrying capacity of the sections Vologda-Koshta-Saint-Petersburg (nowadays the reserve is 17 pairs), Obozerskaya-Belomorsk (nowadays the reserve is 5 pairs) and the sections both before crises and at the moment having ê=1: Belomorsk - Murmansk and Petrozavodsk - Murmansk; necessity to develop rapidly parallel railway directions with the aim to shift cargo flows from the section Vologda-Koshta-Saint-Petersburg; the necessity of complex reconstruction of Murmansk Railway Junction; untested interaction with stevedoring companies and it leads to season appearance of the problem of “abandoned” trains; potential necessity of damping transportations of considerable additional volumes of oil and oil products to the ports of Murmansk and Archangels, to the ports of the Baltic countries and Finland, in case EU applies limiting measures in the Danish Straights. The issue of railway accesses should not be limited by reconstruction of the section Volkhovstroy-Murmansk. It is necessary to consider a broader polygon taking into consideration formation and assignment of cargos. The common sum of required investment for development of cargo directions is oriented until 2020 it is estimated in 384 bln rubbles including the North-West region 272 bln rubbles. Special place here is devoted to reconstruction of big railway junctions Babaevo, Volkhovstroy and directions Savelovo- Sonkovo-Budogosch-Mga and Mga-Gatchina-Weimar. According to the «Main directions of budget policy for 2010 and planning period of 2011 and 2012» which is the basis for preparation of federal budget expenses for transport sphere will be less than it is necessary. The amount of budget means devoted for implementation of two federal target programs is 219,6 bln rubbles. In the comments to the budget planning the Ministry of Finances of the Russian Federation notes that priority areas in transport sphere for the state for the coming three years will be tasks connected with maintenance of car roads, providing transport accessibility for the dwellers of Kaliningrad Region and Far East and removal of disproportions in the transport development of the Federal subjects. вия основаны на декларированных ООО «Лавнатранс» годовых объёмах перевалки с железнодорожного на морской транспорт в 2015 году – 12 млн тонн, а к 2020 году – 18 млн тонн.
