Новости News сентябрь 2009 № 3 (8) МурманшельфИнфо 9 Работы по определению подрядчиков начались 21 сентября с участием заместителя исполнительного директора компании «Штокман Девелопмент АГ» Эрве Ма- део состоялись встречи в формате B2B представителей региональных предприятий с потенциальными генераль- ными подрядчиками по освоению первой фазы Штокма- новского газоконденсатного месторождения. Участники двухдневного семинара также осмотрели место, где в районе посёлка Териберки им придётся возводить завод СПГ, порт по отгрузке сжиженного природного газа, объ- екты наземной инфраструктуры. Морская часть проекта будет включать добычной комп- лекс, состоящий из трех устьевых комплексов (донных плит). Фактически по морской части проекта решения руководством «Штокман Девелопмент АГ» приняты и уже запускаются тендеры для определения подрядчиков по из- готовлению и поставкам необходимого оборудования. В долине губы Завалишина возле Териберки будет по- строен крупнейший в мире завод СПГ, хранилище сжижен- ного природного газа (два резервуара по 160 тысяч м 3 ), экспортный терминал по отгрузке СПГ и причал по отгрузке газоконденсата (этот морской порт будет вторым в мире по объёмам отгружаемого сжиженного газа), зона подготовки газа, портофлот, жилая и административная зоны. Для за- щиты причалов будет возведён мощный волнолом. Теплом и электроэнергией объекты этого комплекса обеспечит соб- ственная электростанция. Для ускорения процесса строи- тельства наземных объектов широко будут использоваться модульные конструкции. В настоящее время продолжается прединвестицион- ный процесс. Ведется подготовка документации, которой предстоит пройти государственную экспертизу. После этого, предположительно 31 марта 2010 года, компаниями- учредителями будет принято инвестиционное решение по финансированию первой фазы Штокмановского проекта. Заместитель исполнительного директора компании «Шток- ман Девелопмент АГ» Эрве Мадео отметил, что предпро- ектные работы по первой фазе освоения Штокмановского ГКМ практически завершены, выполнен анализ соответствия российских и зарубежных норм и стандартов, прошло согла- сование ТЭО, и начались работы по определению подрядчи- ков путем проведения тендеров. Несмотря на неоднократные заявления руководства компании «Штокман Девелопмент АГ» о том, что приоритет при определении подрядчиков будет отдаваться россий- ским компаниям, надо понимать, что только лишь из-за российской принадлежности стать партнёром «Штокман Девелопмент АГ» при выполнении работ или поставщи- ком услуг будет невозможно. Определяющими критери- ями будут наличие технической квалификации и опыта; обеспечение качества выполняемых работ; финансовая надежность; наличие ресурсов; конкурентная цена; реа- листичное планирование; используемые меры по охране труда и окружающей среды, соответствие требованиям стандартов «Штокман Девелопмент АГ». Это значит, что российские компании должны быть конкурентоспособны- ми и работать на уровне иностранных компаний. Особенно остро в ходе встречи отечественных и за- рубежных специалистов встал вопрос о подготовке ка- дров для работ на арктическом шельфе. Participants of the two-day seminar at the same time visited the place where near the rural settlement Teriberka they will have to construct an LNG Plant, an export terminal, and other onshore infrastructure. Offshore part of the project includes production unit, consisting of three subsea templates (sea floor templates). The decisions connected to the offshore part of the project are already taken and Shtokman Development AG are launching tenders to define contractors to produce and supply the necessary equipment. In the valley of Zavalishina Bay near Teriberka will be built the biggest LNG Plant, LNG storage (two tanks of 160 thousand м 3 each), export terminal for shipment of LNG and the berth for shipment of gas condensate (this marine port is going to be the second biggest in the world according to the quantity of shipments of liquefied gas), the zone for gas preparation, port auxiliary service fleet, living and administrative zones. Strong cutwater facilities will be built to protect the terminals. The complex will be provided with warmth and electricity by its own power generation station. To anticipate the construction process of overland objects will be used module constructions. Nowadays pre-investment process is in progress. Documentation, which will have to undergo a national examination, is being prepared. After that, supposedly on the 31 st of March 2010, stakeholder companies will take final investment decision concerning financing of the first phase of the Shtokman project. Deputy CEO of Shtokman development AG Herve Madeo noticed, that pre-project works on the first phase of exploration of the Shtokman gas condensate field are practically completed, correspondence analysis of Russian and foreign norms and standards is done, feasibility studies have been accomplished and works on defining the contractors via tender procedures started. Despite the numerous announcements of the leadership of Shtokman Development AG, that the preference while defining contractors will be given to Russian companies, it is necessary to understand, that only such criterion as belonging to Russia will be insufficient to become the supplier of services or the partner of Shtokman Development AG while implementation of works. The defining criterion will be availability of technical qualification and experience; guarantee of the quality of fulfilled works, financial reliability; availability of resources; competitive price, realistic planning; used measures on labor and environmental protection, conformance to requirements of Shtokman Development AG. It means that Russian companies should have competitive ability and work on the same level as foreign companies do. Especially urgent during the meeting of national and foreign specialists have become the question of preparation of personnel to work on the Arctic shelf. We should admit that we lack not only specialists of needed qualification but also the places where they could be educated. On the seminar in Murmansk these problems were discussed with the Arctic Centre of Training Specialists for Oil and Gas Industry, Vocational Lyceum N6 and Murmansk Construction College. The seminar has become the first step on the way of establishing contacts between Russian and foreign contractors, the experience and technologies of which we should adopt. The day before, within the international conference RAO/CIS Offshore in Saint-Petersburg, devoted to exploration of shelf fields, were organized the meetings of 75 Russian suppliers with 15 primary contractors from the western countries. In Murmansk, representatives of 10 companies fromtheMurmansk region and three from Archangelsk region established partner relations with the western colleagues. Visit of Murmansk delegation to Canada In June this year the delegation of the Murmansk region, headed by Sergey Smityushenko, the First Vice-Governor, took part at the international conference on development of oil and gas sphere held in St. John's, Canada. Every day the representatives of Regional Government, Regional Duma and Murmanshelf Association of Suppliers for Oil and Gas Industry had meetings and negotiations very important for the Murmansk region.
