Êîíñàëòèíã Consulting KIMEK OFFSHORE AS - ОДИН ИЗ НАШИХ проектов в Мурманске  ðàìêàõ ýòîãî ïðîåêòà ñïåöèàëüíî äëÿ êîìïàíèè KIMEK Offshore AS íàìè áûë ðàçðàáîòàí ñïåöèàëüíûé êóðñ ïî áåçîïàñíîñòè òðóäà äëÿ ðîññèéñêèõ ñïåöèàëè- ñòîâ, êîòîðûå åäóò ðàáîòàòü â Íîðâåãèþ (ñâàðùèêè, ýëåêòðèêè, òðóáîïðîâîä÷èêè è äð.) Êóðñû ïðîâîäèëèñü â Ìóðìàíñêå è Àðõàíãåëüñêå. Âñåãî îáó÷åíèå ïðîøëè 180 ÷åëîâåê, èç êîòîðûõ 100 ðàáîòàþò íà ðàçëè÷íûõ îáúåêòàõ Íîðâåãèè, ïðèíèìàÿ ó÷àñòèå â òàêèõ ïðîåêòàõ, êàê Snihvit, Ormen Lange, Stavanger è Aker Stord. ОСНОВНАЯ РОЛЬ ОТ, ТБ И ООС – çàùèòèòü çäîðîâüå, îáåñïå÷èòü áåçîïàñíîñòü ðàáîò- íèêîâ è äðóãèõ ëþäåé, êîòîðûå ìîãóò áûòü ïîäâåðæåíû ðèñêó îò äåÿòåëüíîñòè ïðåäïðèÿòèÿ. Ýòî äîñòèãàåòñÿ ïóòåì èíôîðìèðîâàíèÿ è êîíñóëüòèðîâàíèÿ, ïðîâåäå- íèÿ èññëåäîâàíèé, îáó÷åíèÿ è òðåíèíãîâ, âíåäðåíèåì íîâûõ çàêîíîâ è ñòàíäàðòîâ. Ñòîèò ïðèçíàòü, ÷òî â íàøåé ñòðàíå ñèñòåìà ÎÒ, ÒÁ è ÎÎÑ íå äîñòèãëà åù¸ äîëæíîãî óðîâíÿ. Êóëüòóðà ñè- ñòåìû HSE íå ïðèíÿòà ðîññèéñêèìè êîìïàíèÿ ïîëíî- ñòüþ â ñèëó ðÿäà ïðè÷èí. Òåì íå ìåíåå, ñåãîäíÿ ðà- áîòîäàòåëü íà÷èíàåò ïîíèìàòü, ÷òî áåçîïàñíûé òðóä ïîëîæèòåëüíî ñêàçûâàåòñÿ íà ðàáîòå ïðåäïðèÿòèÿ. «Çàñòàâèòü» ðàáîòîäàòåëÿ îáåñïå÷èòü äîñòîéíóþ ðà- áîòó ñèñòåìû ÎÒ, ÒÁ è ÎÎÑ êàêèìè-ëèáî æåñòêèìè àä- ìèíèñòðàòèâíûìè ìåðàìè íåâîçìîæíî. Ýòî ïîä ñèëó òîëüêî ðûíî÷íûì îòíîøåíèÿì, êîòîðûå â íàøåé ñòðàíå èç ãîäà â ãîä íàáèðàþò âñå áîëüøèå è áîëüøèå îáî- ðîòû (òðåáîâàíèå ïîòðåáèòåëÿ ïðîäóêöèè, óñëîâèå äëÿ ïîëó÷åíèÿ ëèöåíçèè è äð.). Êà÷åñòâåííàÿ ñèñòåìà îõðàíû òðóäà íà ïðåäïðèÿòèè – ýòî îäèí èç ãëàâíûõ èíñòðóìåíòîâ, ãàðàíòèðóþùèõ ïîääåðæàíèå êà÷åñòâà â áèçíåñå. Êðîìå òîãî ýòî îäíî èç îñíîâíûõ óñëîâèé âõîæäåíèÿ ëþáîãî ðîññèéñêîãî ïðåäïðèÿòèÿ íà ìè- ðîâîé ðûíîê. Âåäü óìåíèå ïîñòîÿííî ïîääåðæèâàòü ñâîþ ïðîôåññèîíàëüíóþ êîìïåòåíòíîñòü è êà÷åñòâî âûïóñêàåìîé (ïîñòàâëÿåìîé) ïðîäóêöèè ãàðàíòèðóåò ñòàáèëüíîñòü è íàäåæíîñòü ïàðòíåðñêèõ îòíîøåíèé ñ ïîòåíöèàëüíûìè çàðóáåæíûìè êëèåíòàìè.  Ðîññèè ñîçðåëè âñå íåîáõîäèìûå ïðåäïîñûëêè äëÿ ðàñøèðåíèÿ äåÿòåëüíîñòè ïî ñîçäàíèþ ñèñòåì, êîòîðûå îáåñïå÷àò áåçîïàñíûé òðóä ðàáîòíèêîâ. Îïûò îðãàíèçàöèé, ïðèìåíÿþùèõ íîâûå ïîäõîäû â óïðàâëåíèè îõðàíîé òðóäà, ïîêàçûâàåò, ÷òî íàïðàâëÿòü äåíüãè íà óëó÷øåíèå óñëîâèé òðóäà ðàáîòíèêîâ, – ýòî çíà÷èò íå òîëüêî âûïîëíÿòü îáÿçàííîñòü, âîçëîæåííóþ íà ðàáîòîäàòåëÿ ãîñóäàðñòâîì, íî åùå è ýêîíîìè÷åñêè âûãîäíî âêëàäûâàòü ñðåäñòâà. Ïîëèòèêà íîâîãî ïîäõîäà ê îõðàíå òðóäà ïðåñëåäó- åò äâå öåëè: óëó÷øèòü ýêîíîìè÷åñêèå ïîêàçàòåëè äåÿ- òåëüíîñòè è ñâåñòè ê ìèíèìóìó âîçíèêíîâåíèå àâàðèé è íåñ÷àñòíûõ ñëó÷àåâ. Ïðîèçâîäñòâåííûé òðàâìàòèçì è ïðîôåññèîíàëüíûå çàáîëåâàíèÿ âëåêóò çà ñîáîé ñíèæåíèå ïðîèçâîäèòåëüíîñòè òðóäà è îáúåìîâ ïðî- èçâîäñòâà. Ëèêâèäàöèÿ èõ ïîñëåäñòâèé òðåáóåò áîëü- øèõ íåïðåäâèäåííûõ çàòðàò, è îðãàíèçàöèè, êîòîðûå ýêîíîìÿò íà ñðåäñòâàõ ïî îáåñïå÷åíèþ áåçîïàñíûõ óñëîâèé òðóäà, íåñóò áîëüøèå óáûòêè. Ñíèæåíèå ïðîèçâîäñòâåííîãî òðàâìàòèçìà âîçìîæ- íî òîëüêî òàì, ãäå óñèëèÿ ðàáîòíèêîâ è ðàáîòîäàòåëåé íàïðàâëåíû íà ïðåäóïðåæäåíèå òðàâìàòèçìà è ñîçäà- íèå òàêîé îáñòàíîâêè, ãäå íå áóäåò ìåñòà íàðóøåíèÿì òåõíèêè áåçîïàñíîñòè, à áåçîïàñíîñòü òðóäà, æèçíü è çäîðîâüå ðàáîòíèêà ñòàâÿòñÿ íà ïåðâîå ìåñòî. KIMEK OFFSHORE AS – HSE BASIC COURSE one of our projects in Murmansk On behalf of KIMEK Offshore AS, VBS developed and performed a special HSE course for Russian employees going to work in Norway (welders, electricians, pipe fitters etc). These courses where performed in Murmansk and Arkhangelsk. In total about 180 Russian workers went through this training and still about 100 of them are working in various projects in Norway, incl. Sn ø hvit, Ormen Lange, Stavanger and Aker Stord. HSE: WHAT DO WE BENEFIT FROM IT HSE’s role is to protect the health,safety and welfare of workers and safeguard others who may be exposed to risks from work activities. This is done by providing information and advice; conducting and sponsoring research; promoting training; proposing and enforcing new laws and standards. We have to admit that in Russia HSE system has not reached the proper level yet. HSE culture has not been adopted by the Russian companies to the full extent due to a few reason. Nevertheless, employer starts to realize, that safe labour has an obvious positive effect on the company`s work. It is impossible to make an employer to provide decent work of the HSE system by any strict administrative measures. Only market relations are able to do this. Market relations gather more and more pace in our country. Proper and high quality HSE system is one of the key factors, maintaining quality in business. Besides, it is one of the main conditions for any Russian company to enter the international market. Ability to constantly maintain your professional competence and quality of the issued (delivered) product (service) guarantees stability and reliability of the partnership with potential foreign clients. All necessary background has been created in Russia for extension of the activity on creating HSE systems for the sake of employees. The experience of companies using advanced approach in HSE shows that to spend money on employees’ working conditions improvement means not only to discharge imposed by the government employer’s liabilities, but also economically invest resources. The advanced approach in HSE policy is aimed at economic activity improvement and minimization of emergencies and accidents. Occupational injuries and occupational diseases result in production decline and reduction of productivity volume. Rectification of the consequences demand considerable contingencies. Consequently companies that save on the occupational safety and safe labour conditions bear big loss. Occupational injuries reduction is only possible if both employees and employers put enough effort on predict, prevent and control occupational injuries as well as create such conditions, where occupational safety will not be violated, and employee`s safety, health and life will be a priority.
