Ìåæäóíàðîíîå ñîòðóäíè÷åñòâî International cooperation - Mr. Ropers, you have come to Murmansk as a Professor of Total Associated Teachers. Could you tell us a bit about this initiative? - Total Associated Teachers (Total Professeurs Asso- cies or TPA) is an association supported by Total. It was founded in 2001 by a retired Total manager, Alain Quenelle, who called for retired people and people still working for Total to teach courses on topics spanning the entire oil and gas business, such as geosciences, drilling, production, development, oil and gas contracts, downstream technologies and operations – in short, any kind of technical field that is useful to the oil industry today. All TPA members are volunteers and the courses, which are given all over the world, are free. Naturally, the expenses of TPA members are reimbursed by the association. The aim of TPA is to help schools, universities and companies become more familiar with today’s oil industry, which has been having trouble attracting people. - What was the topic of your lectures this time? - My topic was drilling techniques and drilling operations. I’ve been in the drilling business for about 20 years, and I still deal with drilling technologies from time to time. That’s why I was asked to give this course, which is more practical than theoretical. - How do you assess the educational level of our students? - Some of them seem rather shy; they are afraid to ask questions during the course, other take part in the discussions more actively. There will be a test at the end of the presentation. I think their level will be good because these people have been studying drilling for a while and during the course they were quite attentive. - The course was given in English. Were the students able to understand you? - Hopefully yes. They never complained about my English and they were quite understandable when they asked questions during the intersessions, so I don’t see any major problems there. We probably don’t speak the most perfect English in the world, but at least we understood each other. - Education is a serious question. What do you believe is needed to develop oil and gas training in the Murmansk region? - Like all countries with oil and gas resources, I suppose you need a number of things. You need good, efficient engineers and technicians in every aspect of oil and gas operations. There is a shortage of personnel worldwide. Even now, with the global economic crisis, the oil and gas industry is still thousands of people short. The Murmansk area will suffer from the same shortage of skilled personnel when development begins, as it is forecasted. Obviously, people will need to be trained. - This issue – the scarcity of high-quality personnel that our region will probably experience when the Shtokman project begins, is currently a topic of much discussion. With your extensive experience in managing oil and gas projects all over the world, what do you think are the potential scenarios that could emerge? - The first point I’d like to draw your attention to is that you will need people to maintain and operate the facilities – both offshore and onshore – on a long-term basis. For this purpose, I think you should look for people who already have practical experience, especially in maintenance, mechanics, electricity, electronics and panel control. These people could then be trained specifically. They would thus become familiar with complex technological fields such as maintenance management of an LNG plant or an offshore operation. At the same time, experts will be needed, mainly for the project development stages. - This is really a long-term endeavor. Ðàññêà- æèòå, ïîæàëóéñòà, íåìíîãî îá ýòîé àññîöèàöèè. - Àññîöèàöèÿ ïðåïîäàâàòåëåé «Òîòàëü» áûëà ñîçäàíà â 2001 ãîäó îäíèì èç áûâøèõ ìåíåäæåðîâ êîìïàíèè Àëàíîì Êâåíåëëîì. Îí îáðàòèëñÿ ê âûøåäøèì íà ïåíñèþ êîëëå- ãàì ñ èíèöèàòèâîé îáúåäèíèòüñÿ â àññîöèàöèþ äëÿ îðãà- íèçàöèè êóðñîâ ïî ñïåöèàëüíûì îáëàñòÿì ñîâðåìåííîãî íåôòåãàçîâîãî äåëà, âêëþ÷àÿ ãåîëîãèþ è ãåîôèçèêó, áó- ðåíèå, äîáû÷ó, ïåðåðàáîòêó, òðàíñïîðòèðîâêó, çàêëþ÷åíèå êîíòðàêòîâ è äð. Ýòè êóðñû ïðîâîäÿòñÿ ïî âñåìó ìèðó, îáó- ÷åíèå áåñïëàòíîå, ïðåïîäàâàíèå îñóùåñòâëÿåòñÿ âîëîíòå- ðàìè - ÷ëåíàìè àññîöèàöèè, êîòîðûå ðàçðàáàòûâàþò êóðñû è ãîòîâÿò ïðåçåíòàöèîííûå ìàòåðèàëû. Èõ ðàñõîäû, âîçìå- ùàþòñÿ èç ñðåäñòâ àññîöèàöèè, äåÿòåëüíîñòü êîòîðîé ïîä- äåðæèâàåòñÿ êîíöåðíîì «Òîòàëü».  íàñòîÿùåå âðåìÿ íåôòåãàçîâàÿ îòðàñëü èñïûòûâàåò íåäîñòàòîê êàäðîâ, è öåëü àññîöèàöèè – ñïîñîáñòâîâàòü ðåøåíèþ ýòîé ïðîáëåìû, ïîìîãàÿ ó÷åáíûì çàâåäåíèÿì, êîìïàíèÿì ãëóáæå ïîçíàêîìèòüñÿ ñ ñîâðåìåííûìè ðåà- ëèÿìè íåôòåãàçîâîãî áèçíåñà. - Êàêîé òåìå ïîñâÿùåíû âàøè ëåêöèè? - Òåõíîëîãèè áóðåíèÿ è áóðåíèå êàê âèä äåÿòåëüíîñòè. Ýòà òåìà óæå 20 ëåò ÿâëÿåòñÿ îáëàñòüþ ìîèõ èíòåðåñîâ, ïîýòîìó ìåíÿ ïðèãëàñèëè ÷èòàòü ýòîò êóðñ, êîòîðûé â áîëü- øåé ñòåïåíè ïîñâÿùåí ïðàêòè÷åñêèì, ÷åì òåîðåòè÷åñêèì àñïåêòàì ïðîöåññà. - Êàê âû îöåíèâàåòå óðîâåíü íàøèõ ñòóäåíòîâ? - Ñêàæåì òàê, íåêîòîðûå èç íèõ äîâîëüíî çàñòåí÷èâû è íåîõîòíî çàäàþò âîïðîñû, äðóãèå àêòèâíî âêëþ÷àþò- ñÿ â äèñêóññèþ. Ìû ïðîâåëè òåñò è ìíå åùå ïðåäñòîèò îöåíèòü èõ óðîâåíü. Íî ýòè ñòóäåíòû óæå êàêîå-òî âðåìÿ èçó÷àëè òåõíîëîãèè áóðåíèÿ è áûëè âíèìàòåëüíû íà ëåê- öèÿõ, òàê ÷òî, ÿ äóìàþ, ðåçóëüòàòû áóäóò õîðîøèìè. - Ëåêöèè âåäóòñÿ íà àíãëèéñêîì ÿçûêå áåç ïåðåâîäà. Ïîíèìàþò ëè âàñ ðóññêèå ñòóäåíòû? - ß íàäåþñü, ÷òî äà. Îíè íå æàëîâàëèñü íà ìîé àíã- ëèéñêèé, è òå âîïðîñû, êîòîðûå îíè çàäàâàëè, áûëè ïî- íÿòíû ìíå, ïîýòîìó ÿ íå âèæó â ýòîì îñîáûõ ïðîáëåì. Ìû íàâåðíÿêà ãîâîðèì íå íà ñàìîì êðàñèâîì è ïðàâèëüíîì àíãëèéñêîì, íî ïî êðàéíåé ìåðå íàì óäàåòñÿ ïîíÿòü äðóã äðóãà. - Íåôòåãàçîâîå îáðàçîâàíèå - ýòî ñåðüåçíàÿ òåìà. ×òî, ïî âàøåìó ìíåíèþ, âàæíî äëÿ åãî ðàçâèòèÿ â Ìóðìàíñêîé îáëàñòè? - ß äóìàþ, ÷òî, êàê è âñåì ïðî÷èì ñòðàíàì, èìåþùèì óãëåâîäîðîäíûå ðåñóðñû, âàì íóæíà ïîëíàÿ ìíîãîñòóïåí- ÷àòàÿ ñèñòåìà ïîäãîòîâêè. Âàì ïîíàäîáÿòñÿ õîðîøèå èí- æåíåðû, õîðîøèå òåõíèêè, âàì ïîíàäîáÿòñÿ õîðîøèå ñïå- öèàëèñòû âî âñåõ îáëàñòÿõ íåôòåãàçîâîé äåÿòåëüíîñòè. Íåõâàòêà êàäðîâ ñóùåñòâóåò âî âñåì ìèðå. Äàæå ñåé÷àñ â óñëîâèÿõ ìèðîâîãî êðèçèñà äåôèöèò êàäðîâ â íåôòåãàçî- âîé ïðîìûøëåííîñòè ñîñòàâëÿåò íåñêîëüêî òûñÿ÷ ÷åëîâåê. È êîãäà â ðåãèîíå íà÷íåò ðàçâèâàòüñÿ íåôòåãàçîâàÿ îò- ðàñëü, íåäîñòàòîê êàäðîâ áóäåò èñïûòûâàòü è Ìóðìàíñêàÿ îáëàñòü. Î÷åâèäíî ïîÿâèòñÿ íåîáõîäèìîñòü â ïåðåïîä- ãîòîâêå óæå ñóùåñòâóþùèõ òåõíè÷åñêèõ êàäðîâ äëÿ òîãî, ÷òîáû îáåñïå÷èòü ÷åëîâå÷åñêèìè ðåñóðñàìè îãðîìíûé Øòîêìàíîâñêèé ïðîåêò. - Äåôèöèò âûñîêîêâàëèôèöèðîâàííûõ êàäðîâ, ñ êîòîðûì Ìóðìàíñêàÿ îáëàñòü ñòîëêíåòñÿ â ñàìîì áëèæàéøåì áóäó- ùåì, ñåãîäíÿ î÷åíü àêòèâíî îáñóæäàåòñÿ. Ó âàñ áîëüøîé îïûò ó÷àñòèÿ â íåôòåãàçîâûõ ïðîåêòàõ â ðàçíûõ ñòðàíàõ, êàêèå åñòü ñöåíàðèè ðåøåíèÿ ýòîé ïðîáëåìû? - ß äóìàþ, âàì íåîáõîäèìî â ïåðâóþ î÷åðåäü ðàçâèâàòü ñïåöèàëüíûå ó÷åáíûå çàâåäåíèÿ äëÿ ëþäåé, óæå èìåþùèõ ðåàëüíûé îïûò ðàáîòû â ñôåðå òåõíè÷åñêîãî îáñëóæèâà- íèÿ è ðåìîíòà, ìåõàíèêîâ, ýëåêòðèêîâ, ýëåêòðîíùèêîâ àâ- òîìàòèçèðîâàííûõ ñèñòåì. Ýòèõ ñïåöèàëèñòîâ íåîáõîäèìî àäàïòèðîâàòü ê ñïåöèôèêå íåôòåãàçîâîé èíäóñòðèè. Ðàáî- òà íà ñóäíå ñèëüíî îòëè÷àåòñÿ îò ðàáîòû íà ïëàòôîðìå. ß äóìàþ, ñàìîé ïåðâîî÷åðåäíîé è ñðî÷íîé çàäà÷åé, êîòîðóþ ïðåäñòîèò âûïîëíèòü ñåé÷àñ - ýòî ïîäãîòîâêà äîñòàòî÷íîãî êîëè÷åñòâà ñïåöèàëèñòîâ äëÿ òåõíè÷åñêîãî îáñëóæèâàíèÿ June 2009 ¹ 2 (7) MurmanshelfInfo 37
