òà, ñîçäàííàÿ 175 ëåò íàçàä.  íå¸ âõîäÿò 1500 êîìïà- íèé è ôèðì, äåéñòâóþò äâà äåñÿòêà ðàçëè÷íûõ ãðóïï ïî èíòåðåñàì, åæåìåñÿ÷íî èçäàåòñÿ æóðíàë òèðàæîì 14 òûñÿ÷ ýêçåìïëÿðîâ. Âñåãî â Íîðâåãèè ñîçäàíî 16 òîðãîâî-ïðîìûøëåííûõ ïàëàò, îêàçûâàþùèõ ñîäåéñòâèå ðàçâèòèþ áèçíåñà. Åñòü â ýòîì ðÿäó è óíèêàëüíîå ÿâëå- íèå – Íîðâåæñêî-Ðîññèéñêàÿ Òîðãîâàÿ ïàëàòà (ÍÐÒÏ), ñîçäàííàÿ â Îñëî 20 îêòÿáðÿ 2003 ãîäà. Ÿ ó÷ðåäèòåëÿìè ÿâëÿþòñÿ 18 íîðâåæñêèõ, ñðåäè êîòîðûõ Telenor ASA, Aker Kvaerner, StatoilHydro, è äâå ðîññèéñêèå êîìïàíèè. Öåëüþ å¸ ñîçäàíèÿ áûëî óêðåïëåíèå òîðãîâî-ïðîìûøëåííûõ îòíîøåíèé ìåæäó êîìïàíèÿìè Ðîññèè è Íîðâåãèè. ÍÐÒÏ îêàçûâàåò ñâîèì ÷ëåíàì ñîäåéñòâèå â ðàçâèòèè ïàðò- íåðñêèõ îòíîøåíèé è óñòàíîâëåíèè ïðÿìûõ êîíòàêòîâ, ïðåäîñòàâëÿåò èíôîðìàöèîííûå óñëóãè è ïðîäâèãàåò òî- âàðû íà ðûíîê, ïîâûøàåò îñâåäîìëåííîñòü íîðâåæñêèõ è ðîññèéñêèõ ïðåäïðèÿòèé î âîçìîæíîñòÿõ ðàçâèòèÿ áèçíåñà è èíâåñòèöèÿõ. Ñåãîäíÿ ÍÐÒÏ îáúåäèíÿåò 130 êîìïàíèé è ôèðì, èç íèõ áîëåå 10 èç Ðîññèè. ÍÐÒÏ â 2004 ãîäó óñòàíîâèëà òåñíûå ïàðòíåðñêèå îòíîøåíèÿ ñ Òîðãîâî-ïðîìûøëåííîé ïàëàòîé Ðîññèè, ñ ïàëàòàìè Ìî- ñêâû, Íèæíåãî Íîâãîðîäà, Êàëèíèíãðàäà, Áàøêîðòîñòà- íà, Ñàíêò-Ïåòåðáóðãà è Ìóðìàíñêîé îáëàñòè. ÍÐÒÏ âû- ïóñêàåò íîðâåæñêî-ðîññèéñêèé äåëîâîé æóðíàë. Ñîâìåñòíî ñ Öåíòðîì äåëîâîãî ñîòðóäíè÷åñòâà â Ñå- âåðíûõ ðåãèîíàõ ïðè âûñøåé øêîëå ìåíåäæìåíòà â Áóä¸, ÍÐÒÏ íà÷àëà ðåàëèçàöèþ ïðîãðàììû ïîèñêà áèçíåñ- ïàðòíåðîâ äëÿ íîðâåæñêèõ ïðåäïðèÿòèé, æåëàþùèõ ðàáî- òàòü â Ðîññèè. Ïðîãðàììà ôèíàíñèðóåòñÿ Ìèíèñòåðñòâîì èíîñòðàííûõ äåë Íîðâåãèè. Òàêàÿ çàèíòåðåñîâàííîñòü íå ñëó÷àéíà. Ê ïðèìåðó, òîâàðîîáîðîò ìåæäó Ðîññèåé è Øâåöèåé ïî÷òè â òðè ðàçà, ìåæäó Ðîññèåé è Ôèíëÿíäèåé â ñåìü ðàç áîëüøå, ÷åì ìåæäó Íîðâåãèåé è Ðîññèåé. Öåëüþ ïðîãðàììû ÿâëÿåòñÿ ñîäåéñòâèå ðàçâèòèþ ðîññèéñêèõ è íîðâåæñêèõ ïðåäïðèÿòèé, ïðîäâèæå- íèå íîðâåæñêèõ èíâåñòèöèé â Ðîññèè. Ïðè ïîèñêå ïàðòíåðîâ îñîáîå âíèìàíèå áóäåò óäåëÿòüñÿ Ñåâåðî- Çàïàäíîìó ðåãèîíó Ðîññèè. Îñîáåííîñòüþ ïðî- ãðàììû ÿâëÿåòñÿ òî, ÷òî ïîèñê ïàðòíåðîâ â Ðîññèè áóäåò îñóùåñòâëÿòüñÿ ÷åðåç îòå÷åñòâåííûå òîðãîâî- ïðîìûøëåííûå ïàëàòû. Íåîáõîäèìî ðàçâèâàòü è îáðàòíûé ïðîöåññ. Åñëè â Ðîññèè ñåãîäíÿ ðàáîòàåò 170 íîðâåæñêèõ ïðåäïðèÿòèé, òî â Íîðâåãèè ïðåäñòàâëåíî ëèøü íåñêîëüêî ðîññèéñêèõ êîìïàíèé. Îáîþäíûå èíâåñòèöèè ìîãóò ïðèâåñòè ê ðî- ñòó âçàèìîïîíèìàíèÿ, óâàæåíèÿ, ðàñøèðåíèþ âçàèìî- âûãîäíîãî ñîòðóäíè÷åñòâà. МИД ЗА СОТРУДНИЧЕСТВО Âî âðåìÿ âñòðå÷è ñ ðîññèéñêèìè æóðíàëèñòàìè â Îñëî ñïåöèàëüíûé ñîâåòíèê ÌÈÄà Íîðâåãèè Áü¸ðí Òóðå Ãóäàë ñ óäîâëåòâîðåíèåì îòìåòèë ðàçâèòèå ñî- òðóäíè÷åñòâà è äîáðîñîñåäñêèõ îòíîøåíèé ìåæäó Ðîñ- ñèåé è Íîðâåãèåé. - Íàøè ñòðàíû ïðîæèëè áîê î áîê ìíîãî ñòîëåòèé áåç âîéí è êîíôëèêòîâ. Íîðâåæñêèé íàðîä ïîìíèò âêëàä Êðàñ- íîé Àðìèè â îñâîáîæäåíèå Ñåâåðíîé Íîðâåãèè îò ôà- øèñòñêèõ çàõâàò÷èêîâ. Äàæå âî âðåìåíà «õîëîäíîé âîé- íû» Íîðâåãèÿ è Ðîññèÿ ñîõðàíèëè õîðîøèå îòíîøåíèÿ. Ïðàâèòåëüñòâîì Íîðâåãèè ðàçðàáîòàí ïëàí ðàçâèòèÿ Ñåâåðà, âêëþ÷àþùèé 22 ïóíêòà. Ìû õîòèì àêòèâèçè- ðîâàòü ðàáîòû ïî äîáû÷å íåôòè è ãàçà â Áàðåíöåâîì ìîðå, äàòü âîçìîæíîñòü êîìïàíèÿì ðàáîòàòü , - ñêàçàë Áüåðí Òóðå Ãóäàë. – Ìû çíàåì, ÷òî â Ðîññèè èìåþòñÿ ïðîåêòû ðàáîò íà àðêòè÷åñêîì øåëüôå è õîòèì ïðèíè- ìàòü ó÷àñòèå â èõ ðåàëèçàöèè. Îäíèì èç íàïðàâëåíèé ðàçâèòèÿ ýêîíîìè÷åñêèõ îò- íîøåíèé ñ Ðîññèåé ÌÈÄ Íîðâåãèè ñ÷èòàåò ðàáîòó ïî ñîçäàíèþ Ïîìîðñêîé çîíû, âêëþ÷àþùåé íîðâåæñêóþ è ðîññèéñêóþ òåððèòîðèè. Èìè ìîãëè áû ñòàòü Êèð- êåíåñ è Ïå÷åíãñêèé ðàéîí.  ðàìêàõ ýòîé ðàáîòû â äåêàáðå 2008 ãîäà ïðèíÿòî ðåøåíèå, îáëåã÷àþùåå ïîëó÷åíèå ìóëüòèâèç äëÿ ðîññèÿí. Òåïåðü íåò íåîá- õîäèìîñòè â îôèöèàëüíîì ïðèãëàøåíèè íîðâåæñêîé ñòîðîíû äëÿ îôîðìëåíèÿ âèçû. Íàìåðåíà Íîðâåãèÿ àêòèâèçèðîâàòü è íàó÷íûå èñ- ñëåäîâàíèÿ â Àðêòè÷åñêîì ðåãèîíå, äëÿ ÷åãî âûäåëÿ- åòñÿ 700 ìëí êðîí â ãîä. Äëÿ ýòèõ æå öåëåé Íîðâåãèÿ ñòðîèò íàó÷íî-èññëåäîâàòåëüñêîå ñóäíî ëåäîâîãî incorporates about twenty different interest groups, and publishes a monthly magazine with 14 thousand copies. In Norway there are 16 chambers of commerce and industry promoting development of businesses. Among them there is one unique phenomenon – Norwegian-Russian Chamber of Commerce (NRCC), established in Oslo on October 20, 2003. Its founders are 18 Norwegian, incl. Telenor ASA, Aker Kvaerner, StatoilHydro, and two Russian companies. It was created with the purpose of strengthening trade and industrial interrelations between Russian and Norwegian companies. NRCC provides to its members support in establishment and development of partner contacts, in promotion of their products in new markets, renders information and makes its members familiar with development and investment opportunities. Today NRCC associates 130 companies and firms, more than 10 of them from Russia. In 2004 NRCC established good contacts with the Russian Chamber of Commerce and Industry, with chambers of Moscow, Nizhny Novgorod, Kaliningrad, Bashkortostan, Saint-Petersburg and Murmansk region. NRCC publishes a Norwegian-Russian business magazine. Together with the High North Centre for Business of the Bod ø Graduate School of Business the Chamber has started a new Matchmaking Program for Norwegian enterprises willing to work in Russia. The program is financed by the Norwegian Ministry of Foreign Affairs. The high interest to develop business cooperation is quite understandable. So, volume of trade between Russia and Sweden is almost three times higher, and between Russia and Finland even seven times higher than between Russia and Norway. The objective of the Matchmaking Program is to contribute to development of Russian and Norwegian enterprises and to promote Norwegian investments in Russia. The focus will be on the Northwestern region of Russia. Specific feature of the program is that the partners will be searched through the local chambers in Russia. The process is to be developed vice versa as well. Whereas there are about 130 Norwegian companies working in Russia, Russian enterprises in Norway count just a few companies. Mutual investments contribute to understanding, respect, and development of beneficial cooperation. MINISTRY OF FOREIGN AFFAIRS SUPPORTS THE COOPERATION During the meeting with Russian journalists in Oslo Bj ø rn Tore Godal , Special Adviser on Energy in the Norwegian Ministry of Foreign Affairs, noted with satisfaction that cooperation and neighborhood relations between Russia and Norway are developing. ‘ Our countries have been living side by side for many centuries without any wars or conflicts. Norwegian people do remember the contribution of the Red Army into liberation of Northern Norway from fascist invaders. Even in times of the cold war Russia and Norway managed to keep good relations.
