18 èþíü 2009 ¹ 2 (7) ÌóðìàíøåëüôÈíôî -  íàñòîÿùåå âðåìÿ óæå ïðîâîäÿòñÿ òåíäåðû íà âû- ïîëíåíèå ðàáîò è ïðåäîñòàâëåíèå óñëóã â ðàìêàõ ïðîåê- òà îñâîåíèÿ Øòîêìàíîâñêîãî ÃÊÌ. Êàêîé âû âèäèòå ñòðà- òåãèþ ó÷àñòèÿ ìåñòíûõ ïîñòàâùèêîâ â ýòîì ïðîöåññå? - Ñòðàòåãèÿ ó÷àñòèÿ ìåñòíûõ ïîñòàâùèêîâ áûëà ñôîðìèðîâàíà 3 ãîäà òîìó íàçàä âî âðåìÿ ñîçäàíèÿ àññîöèàöèè «Ìóðìàíøåëüô». Ñ ïðèâëå÷åíèåì ñïåöè- àëèñòîâ «Ãàçïðîìà», «Ñòàòîéëà», ñïåöèàëèçèðîâàí- íûõ ó÷åáíûõ çàâåäåíèé ìû ïðîâåëè 22 ñåìèíàðà, íà êîòîðûõ ïîñòîÿííî ïîäíèìàëè âîïðîñû ñîîòâåòñòâèÿ êîìïàíèé-ïîñòàâùèêîâ òðåáîâàíèÿì çàêàç÷èêà. Ýòè îáó÷àþùèå ñåìèíàðû äàëè ñâîè ïîëîæèòåëüíûå ðå- çóëüòàòû. Êîìïàíèè, ÷ëåíû àññîöèàöèè, ïðîâåëè ñî- îòâåòñòâóþùóþ ðàáîòó ïî âíåäðåíèþ ñîâðåìåííûõ ñèñòåì ìåíåäæìåíòà êà÷åñòâà è áåçîïàñíîñòè, ñîîò- âåòñòâóþùèõ ìåæäóíàðîäíûì òðåáîâàíèÿì. Îñâàè- âàëèñü íîâûå âèäû ðàáîò, âíåäðÿëèñü ñîâðåìåííûå îáîðóäîâàíèå è òåõíîëîãèè, ïîâûøàëàñü ïðîèçâîäè- òåëüíîñòü òðóäà è êà÷åñòâî âûïóñêàåìîé ïðîäóêöèè. Ïîëîæèòåëüíûå èçìåíåíèÿ ïðîèçîøëè, íî îáîëü- ùàòüñÿ ðàíî. Òåíäåðû, êîòîðûå ïðîâîäèò «Øòîêìàí Äåâåëîïìåíò Àû, îòêðûòûå.  íèõ ìîãóò ïðèíèìàòü ó÷àñòèå êàê îòå÷åñòâåííûå, òàê è èíîñòðàííûå êîì- ïàíèè. Åñòåñòâåííî, â ýòèõ óñëîâèÿõ áîðüáà çà êîí- òðàêòû áóäåò æåñòêàÿ, áåñêîìïðîìèññíàÿ. È ìû ïî- ñòîÿííî ïðåäóïðåæäàëè îá ýòîì ÷ëåíîâ àññîöèàöèè. Êîíå÷íî æå, ñîâìåñòíî ñ ïðàâèòåëüñòâîìÌóðìàíñêîé îáëàñòè âî âðåìÿ ïåðåãîâîðîâ ñ ðóêîâîäñòâîì «Øòîê- ìàí Äåâåëîïìåíò Àû ìû çàêðåïèëè ïðåôåðåíöèè äëÿ ìåñòíûõ êîìïàíèé-ïîñòàâùèêîâ, íî òðåáîâàíèÿ ê öåíå ïðîäóêöèè, êà÷åñòâó è ñðîêàì âûïîëíåíèÿ ðàáîò íèêòî íå îòìåíÿë. Ïîáåæäàòü áóäåò òîò, êòî ïðåäëîæèò ëó÷- øèå âàðèàíòû.  ýòèõ òåíäåðàõ êàêèå-òî íàøè êîìïàíèè áóäóò ó÷àñò- âîâàòü ñàìîñòîÿòåëüíî, à êàêèå-òî îáúåäèíÿòü óñèëèÿ è ðåñóðñû, â òîì ÷èñëå è ñ çàðóáåæíûìè êîìïàíèÿìè. - Ðàíåå âû îòìåòèëè òàêîé ôàêò, êàê ñîçäàíèå àññî- öèàöèåé «Àðêòè÷åñêîãî öåíòðà ïîäãîòîâêè ñïåöèàëè- ñòîâ íåôòåãàçîâîé îòðàñëè». Êàêèì îáðàçîì öåíòð áó- äåò ñïîñîáñòâîâàòü ðåøåíèþ êàäðîâîé ïðîáëåìû? - Åæåãîäíî âóçû ñòðàíû (ÐÃÓ èì. È. Ì. Ãóáêèíà, Ìóð- ìàíñêèé è Àðõàíãåëüñêèé ãîñóäàðñòâåííûå òåõíè÷åñ- êèå óíèâåðñèòåòû) ãîòîâÿò ìåíåå ñîòíè ñïåöèàëèñòîâ â îáëàñòè ïîäâîäíûõ íåôòåãàçîâûõ òåõíîëîãèé. È óæ òåì áîëåå ÷óâñòâóåòñÿ îñòðåéøàÿ íåõâàòêà êàäðîâ äëÿ ðåàëèçàöèè îôôøîðíûõ ïðîåêòîâ íà àðêòè÷åñêîì øåëüôå. Ýòî ñòàâèò ïîä óãðîçó âîïëîùåíèå â æèçíü âòîðîé, òðåòüåé, è, âîçìîæíî, ÷åòâåðòîé ôàçû Øòîê- ìàíîâñêîãî ïðîåêòà, êîòîðûå Ðîññèè ïðèäåòñÿ ðåà- ëèçîâûâàòü ñàìîñòîÿòåëüíî, à òàêæå îñâîåíèå äðóãèõ íåôòåãàçîâûõ ìåñòîðîæäåíèé Áàðåíöåâà, Ïå÷îðñêîãî è Êàðñêîãî ìîðåé. Ðîññèÿ íå ìîæåò ïîñòîÿííî íàõî- äèòüñÿ â òåõíîëîãè÷åñêîé è êàäðîâîé çàâèñèìîñòè îò èíîñòðàííûõ ãîñóäàðñòâ. Ó÷èòûâàÿ âñå ýòî, è áûëà ðàç- ðàáîòàíà êîíöåïöèÿ ôîðìèðîâàíèÿ è ðàçâèòèÿ íåô- òåãàçîâîãî îáðàçîâàíèÿ â Ìóðìàíñêîé îáëàñòè. Íàøà êîíöåïöèÿ ïðåäïîëàãàåò â ñâîåì ðàçâèòèè è âîïëîùåíèè â æèçíü ïðîõîæäåíèå íåñêîëüêèõ ýòàïîâ.  2009 ãîäó íåîáõîäèìî îáåñïå÷èòü ñòàíîâëåíèå Àðê- òè÷åñêîãî öåíòðà.  2009 - 2010 ãîäàõ äîëæíà ïðî- èçîéòè ãîðèçîíòàëüíàÿ èíòåãðàöèÿ îáðàçîâàòåëüíûõ ó÷ðåæäåíèé è ôîðìèðîâàíèå åäèíîé ñèñòåìû ìîð- ñêîãî íåôòåãàçîâîãî îáðàçîâàíèÿ â ðåãèîíå. 2010 è 2011 ãîäû óéäóò íà ñîçäàíèå â Ìóðìàíñêå ôèëèàëà ÐÃÓ èìåíè È. Ì. Ãóáêèíà ñ ïåðñïåêòèâîé ïðåîáðàçî- âàíèÿ â 2017 - 2018 ãîäàõ â Ìóðìàíñêèé óíèâåðñèòåò àðêòè÷åñêèõ òåõíîëîãèé. Ðå÷ü èäåò î êîìïëåêñíîé ïîäãîòîâêå ñïåöèàëèñòîâ ïî ãåîëîãèè è ãåîôèçèêå; ïîèñêó è ðàçâåäêå íåôòå- ãàçîâûõ ìåñòîðîæäåíèé íà øåëüôå ñåâåðíûõ ìîðåé; ïî áóðåíèþ è ïîäâîäíîìó çàêàí÷èâàíèþ ñêâàæèí íà ìîðå; îáóñòðîéñòâó øåëüôîâûõ ìåñòîðîæäåíèé, èõ ðàçðàáîòêå è ýêñïëóàòàöèè; ïî ìîðñêîìó òðàíñïîð- òó óãëåâîäîðîäîâ (âêëþ÷àÿ ñóäîâîäèòåëåé, ñóäîìå- õàíèêîâ è äðóãîé ñïåöèàëèçèðîâàííûé ïåðñîíàë); participation of our companies in international alliances inevitable. And we are prepared for this cooperation. It will enable our enterprises not only to get contracts for works and services, but also to help them develop, master new techniques and technologies, raise their labour productivity and improve quality of their products, thus increasing our competitiveness. You know, the Shtokman project won’t be limited to only the first phase, it will be followed by the other two or three, which provide an enormous volume of work for decades to come. As I already mentioned, we’ll have to acquire new experiences from international companies in construction of offshore fields, operation of subsea production units, transportation and liquefaction of natural gas. But this is a long-run prospect. As for now, we are ready to carry out works on preparation of construction sites, to provide utility, industrial and civil construction services. But even in these areas we are unlikely to do without international alliances, so enormous the scope of work is. To prepare the construction sites only, 20 million m 3 of soft soil and rock material is to be moved. It’s hardly possible to accomplish this using only own resources in such a short period of time. - Tenders for contracts within the Shtokman project are now going on. What is your view on the strategy local suppliers should pursue in this process? - The strategy was worked out 3 years ago when Murmanshelf Association was being established. Involving experts of Gazprom, Statoil, specialized educational institutions we held 22 seminars, where the questions of supplier companies’ compliance with the demands of the customer we constantly raised and discussed. Those training seminars produced very positive results. The companies, members of the Association, carried out considerable work to introduce advanced systems of quality and HSE management to bring their manufacturing processes and products in compliance with international requirements. New kinds of operations have been mastered, modern equipment and technologies have been introduced, labour productivity and quality of production have been raised. Positive changes have taken place, but we shouldn’t be under the delusion that everything is all right. Tenders held by the Shtokman Development AG are open. Both domestic and foreign companies can take part in them. Naturally the struggle for contracts under such circumstances will be fierce and uncompromising. And that was what we always tried to make aware our members of. During negotiations with Shtokman Development AG we, together with the Government of the Murmansk region, have secured preferential terms for local supplier companies. However, there are requirements, such as the price of a product, its quality and work schedule, that have to be met. Only those suppliers who make the best offer will be awarded contracts. In some cases local companies will take part in tender procedures on their own, in others – they will combine
