Ê ðàáîòàì ïðèâëå÷åíû ÎÎÎ «Ïèòåðãàç», ÎÎÎ «ÂÍÈÈ- ÃÀÇ», ÎÀÎ «ÂÍÈÈÁÒ». È ýòî òîëüêî íà÷àëî ïóòè ðàáîò íà øåëüôå, êîòîðûå íå îãðàíè÷àòñÿ Øòîêìàíîâñêèì ïðîåê- òîì. Ïðè ïðèâëå÷åíèè èíîñòðàííûõ êîìïàíèé áóäåò ó÷è- òûâàòüñÿ òàêîé ôàêòîð, êàê èñïîëüçîâàíèå ðîññèéñêèõ ïðåäïðèÿòèé äëÿ âûïîëíåíèÿ çàêàçà.  «Øòîêìàí Äåâåëîïìåíò Àû ñîçäàí êëàññèôèêàòîð, â êîòîðûé óæå âîøëè ñâûøå 280 ðîññèéñêèõ êîìïàíèé- ïîñòàâùèêîâ, èç íèõ – 150 ïîñòàâùèêè îáîðóäîâàíèÿ, 50 – ìàòåðèàëîâ è 80 – óñëóã. Ðàçðàáîòàíà è ïðîöåäóðà ïðîâåäåíèÿ òåíäåðîâ íà ïîñòàâêè ïðîäóêöèè, âûïîëíå- íèå ðàáîò è ïðåäîñòàâëåíèå óñëóã. - Ìû ïðèåõàëè íàëàäèòü êîíòàêòû ñ ïîòåíöèàëüíûìè ïîñòàâùèêàìè, îçâó÷èòü ñâîè òðåáîâàíèÿ è ïîäõîäû ê èõ ïîäáîðó, - ñêàçàë Þðèé Êîìàðîâ â ñâîåì âûñòóïëåíèè. НА РЫНКЕ ПОСТАВЩИКОВ БУДЕТ ТЕСНО Óíèêàëüíîñòü Øòîêìàíîâñêîãî ïðîåêòà ñîñòîèò è â òîì, ÷òî äî ñåé ïîðû Ðîññèÿ â îñíîâíîì çàíèìàëàñü äîáû÷åé íåôòè è ãàçà íà ñóøå è, åñòåñòâåííî, åå îïûò ðåàëèçàöèè îôôøîðíûõ ïðîåêòîâ ñëèøêîì ìàë, à â óñëîâèÿõ Àðêòèêè îòñóòñòâóåò âîîáùå. Ýòîò ïðîåêò ìîæåò ïðèäàòü èìïóëüñ ðàçâèòèþ íîâåéøèõ ìîðñêèõ òåõíîëîãèé, îòå÷åñòâåííîé ïðîìûøëåííîñòè, ïîçâîëèò ïåðåíÿòü ïåðåäîâîé îïûò âåäóùèõ íåôòåãàçîâûõ êîì- ïàíèé è ïðîèçâîäèòåëåé îáîðóäîâàíèÿ. Íà ïåðâîì ýòàïå ìíîãîå èç íåîáõîäèìîãî áóäåò ïðî- èçâåäåíî çàïàäíûìè êîìïàíèÿìè, íî ðîññèéñêèå ïðåä- ïðèÿòèÿ ñìîãóò ïîñòàâëÿòü îáîðóäîâàíèå è ìàòåðèàëû ïî áîëåå ÷åì 1000 ïîçèöèÿì - îò ãàçîòóðáèííûõ óñòà- íîâîê, òðóá, ñòàëè äî ãâîçäåé. Ìîãóò áûòü çàäåéñòâîâàíû ìîùíîñòè ðîññèéñêèõ êîìïàíèé ïðè ïðîâåäåíèè èçûñêàíèé, áóðîâûõ ðàáîò, îêàçàíèè òðàíñïîðòíûõ óñëóã, â òîì ÷èñëå ñóäîõîä- íûìè êîìïàíèÿìè. Íå îñòàíåòñÿ â ñòîðîíå îò çàêàçîâ è ëåäîêîëüíûé ôëîò. Íàäåþòñÿ íà ñâî¸ ó÷àñòèå è ïðåäïðèÿòèÿ Ìóðìàíñêîé îáëàñòè. Êîîðäèíàòîð ïî èññëåäîâàíèþ ðûíêà ïîñòàâùè- êîâ ØÄÀà Àíäðåé Ïëèñ îòìåòèë, ÷òî â íàñòîÿùåå âðåìÿ èäåò èññëåäîâàíèå ðûíêà ïîñòàâùèêîâ Ìóðìàíñêîé îá- ëàñòè. Óæå îïðåäåëåí ðÿä êîìïàíèé, êîòîðûå ìîãóò áûòü ïðèâëå÷åíû ê ñòðîèòåëüñòâó, îêàçàíèþ òðàíñïîðòíûõ óñëóã, âûïîëíåíèþ ïîñòàâîê. Íî äëÿ ó÷àñòèÿ è ïîáåäû â òåíäåðàõ íåîáõîäèìî îòâå÷àòü ñåðüåçíûì òðåáîâàíèÿì. Ïðè ïðîâåäåíèè òåíäåðîâ áóäåò îáåñïå÷åíà ìàêñè- ìàëüíàÿ îòêðûòîñòü è ïðîçðà÷íîñòü ïðîöåäóð, íåäîïó- ùåíèå êîððóïöèè è íåîáîñíîâàííûõ ïðåèìóùåñòâ. Òåíäåðû áóäóò ïðîâîäèòüñÿ â äâà ýòàïà: òåõíè÷åñêîå ïðåäëîæåíèå è êîììåð÷åñêîå òåíäåðíîå ïðåäëîæåíèå. Òåõíè÷åñêîå ïðåäëîæåíèå áóäåò çàêëþ÷àòüñÿ â ïðå- äîñòàâëåíèè ãðàôèêà ðàáîò, ïîäòâåðæäåíèè êâàëèôè- êàöèè, èíôîðìàöèè î ìåòîäàõ âûïîëíåíèÿ ðàáîò, ãà- ðàíòèè âûïîëíåíèÿ çàêàçà. Áóäóò ó÷òåíû òåõíè÷åñêèå ðåñóðñû, ðåïóòàöèÿ, ïðî- èçâîäñòâåííûå ïîêàçàòåëè, íàëè÷èå îïûòà, ïðèâëå÷å- íèå ê àíàëîãè÷íûì ðàáîòàì ðàíåå, íàëè÷èå ðåñóðñîâ äëÿ âûïîëíåíèÿ ðàáîò, èñïîëüçóåìûå òåõíîëîãèè, ôè- íàíñîâîå ïîëîæåíèå ïîòåíöèàëüíîãî ïîäðÿä÷èêà, âîç- ìîæíîñòü ïðèîáðåòåíèÿ ïîëèñà â ñòðàõîâîé êîìïàíèè, ïîêàçàòåëè êà÷åñòâà ðàáîò, îõðàíû îêðóæàþùåé ñðå- äû, ñòðóêòóðà è îðãàíèçàöèÿ, íàëè÷èå íåîáõîäèìîãî îáîðóäîâàíèÿ, ñòîèìîñòü è ñðîêè âûïîëíåíèÿ çàêàçà, êðåäèòîñïîñîáíîñòü êîìïàíèè. Íà âòîðîì ýòàïå òåíäåðà íåîáõîäèìî ïðåäîñòàâèòü öåíîâûå ïðåäëîæåíèÿ. Åñòåñòâåííî, ïðè ñòîëü æåñòêèõ òðåáîâàíèÿõ ïîáåäèòü áóäåò íåïðîñòî. Äëÿ ýòîãî íåîá- õîäèìî àêòèâèçèðîâàòü ðàáîòó ïî ïðèâåäåíèþ êîìïàíèé â ñîîòâåòñòâèå ïðåäúÿâëÿåìûì òðåáîâàíèÿì, ìîäåðíè- çèðîâàòü ïðîèçâîäñòâî, çàíÿòüñÿ ïåðåïîäãîòîâêîé êà- äðîâ. Õîòÿ ýòèì íóæíî áûëî çàíèìàòüñÿ óæå â÷åðà, êàê ýòî ñäåëàëè ñòðîèòåëüíûå êîìïàíèè, îáúåäèíèâøèåñÿ ïîä ýãèäîé àññîöèàöèè â êîíñîðöèóì «Ìóðìàíøåëüô ñòðîèòåëüñòâî», êîòîðûé àêêóìóëèðîâàë ïîòåíöèàë 40 ñòðîèòåëüíûõ êîìïàíèé Ìóðìàíñêîé îáëàñòè, ãîòîâûõ the project independantly. It doesn’t mean that Russian companies will be granted a priority. To get contracts they will have to provide a high quality of their products and performance, competitiveness, reasonable prices and to stick to delivery terms. The share of Russian companies amounts to 107 million dollars out of 300 millions spent on the project so far. A few Russian companies have already become contractors to Shtokman Development AG. Frecom ltd. is doing offshore engineering and geological survey, Morneftegazproject is implementing a feasibility study. Rubin Design Bureau is designing a floating platform and subsea production system in partnership with the Doris Engineering. Giprospetsgaz jointly with JP Kenny is working on a project of subsea pipeline, Petrotechnip together with Technip has FEED responsibility for onshore facilities and LNG plant. Pitergaz, VNIIGAZ, VNIIBT are also involved into project activities. When attracting foreign companies, their readiness to subcontract Russian industries will be taken into account. The Shtokman Development AG has made a classifier, which includes over 280 Russian supplier companies, among them 150 suppliers of equipment, 50 – of materials and 80 – of services. Tender procedures have been worked out and launched. ‘We have come to establish contacts with potential suppliers, to make them familiar with our requirements for and approaches to their selection.’ - Mr. Komarov said in his speech. SUPPLIER MARKET WILL BE CROWDED The Shtokman project is unique also due to the fact that Russia has so far developed only onshore oil and gas fields, so its expertise in implementing offshore projects is insufficient, and the expertise in execution of such projects under the Arctic conditions is non-existent at all. This project may give an impetus to the domestic industry to develop new marine technologies and enable it to utilize advanced experience of the leading oil and gas companies and equipment manufacturers. During the phase 1 a greater part of the necessary equipment is certain to be manufactured by western companies, however Russian enterprises will be able to supply more than 1000 items of equipment and materials - from gas turbines, pipes, and steel to nails. The potential of Russian companies can be used in prospecting for new fields, drilling, transporting. Icebrea- ker fleet is sure to be employed in the project too. Enterprises of the Murmansk region also hope to get a share of contracts. According to Andrey Plis, Market Survey Coordinator, Shtokman Development AG, Murmansk regional supplier market is being studied. A number of companies, which may be employed in construction, transportation and supply, have been identified. However, they will be awarded a contract, provided that they meet all the requirements. The tenders will be held on principles of maximum openness and transparency to prevent corruption and groundless preferences.
