ìàðò 2009 ¹ 1 (6) ÌóðìàíøåëüôÈíôî 5 Ïåðâûé â Ðîññèè çàâîä ïî ïðîèçâîäñòâó ÑÏà íà Ñà- õàëèíå ñîñòîèò èç äâóõ òåõíîëîãè÷åñêèõ ëèíèé ïðîèç- âîäèòåëüíîñòüþ 4,8 ìëí òîíí ÑÏà â ãîä êàæäàÿ. Âûõîä çàâîäà íà ïðîåêòíóþ ìîùíîñòü (9,6 ìëí. òîíí â ãîä) çàïëàíèðîâàí íà 2010 ãîä. Ñòðîèòåëüñòâî ýòîãî ìàñøòàáíîãî îáúåêòà âåëîñü ñ àâãóñòà 2003 ãîäà.  ñòðîèòåëüíûõ ðàáîòàõ áûëî çà- äåéñòâîâàíî ïîðÿäêà 10 òûñ. ðàáî÷èõ è ñïåöèàëèñòîâ èç áîëåå 40 ñòðàí. Íà çàâîäå ÑÏà ïðîåêòà «Ñàõàëèí-2» èñïîëüçóåòñÿ ñïåöèàëüíî ðàçðàáîòàííàÿ òåõíîëîãèÿ ñæèæåíèÿ ãàçà ñ ïðèìåíåíèåì äâîéíîãî ñìåøàííîãî õëàäàãåíòà, ïîâûøàþùàÿ ýíåðãîýôôåêòèâíîñòü ïðîèç- âîäñòâà çà ñ÷åò èñïîëüçîâàíèÿ ïðåèìóùåñòâ õîëîäíîãî ñàõàëèíñêîãî êëèìàòà. Åùå äî îêîí÷àíèÿ ñòðîèòåëüñòâà âñÿ ïðîäóêöèÿ çàâîäà ÑÏà áûëà çàêîíòðàêòîâàíà íà îñíîâå äîëãî- Âûñòóïàåò ïðåçèäåíò Ðîññèè Äìèòðèé Ìåäâåäåâ Presentation of Dmitry Medvedev, President of Russia ñðî÷íûõ äîãîâîðîâ (ñðîêîì äåéñòâèÿ 20 è áîëåå ëåò). Îêîëî 65 % ñàõàëèíñêîãî ÑÏà áóäåò ïîñòàâëÿòüñÿ 9 ïîêóïàòåëÿì â ßïîíèè, êîòîðàÿ ÿâëÿåòñÿ êðóïíåéøèì â ìèðå ðûíêîì ñáûòà ÑÏÃ. Îñòàëüíûå îáúåìû ÑÏà ïðåäíàçíà÷åíû äëÿ ïîòðåáèòåëåé Þæíîé Êîðåè è Ñå- âåðíîé Àìåðèêè. Çàâîä ÑÏà ïîñòðîåí â ðàìêàõ êðóïíåéøåãî â ìèðå èíòåãðèðîâàííîãî íåôòåãàçîâîãî ïðîåêòà «Ñàõàëèí-2». Ïðîåêò âêëþ÷àåò îñâîåíèå äâóõ íåôòåãàçîâûõ ìåñòî- ðîæäåíèé íà ñåâåðî-âîñòî÷íîì øåëüôå î. Ñàõàëèí (Ïèëüòóí-Àñòîõñêîå è Ëóíñêîå), äîáû÷ó íåôòè è ïðîèç- âîäñòâî ñæèæåííîãî ïðèðîäíîãî ãàçà è èõ ýêñïîðò. 18 àïðåëÿ 2007 ãîäà ÎÀÎ «Ãàçïðîì» è àêöèîíåðû êîìïàíèè «Ñàõàëèíñêàÿ Ýíåðãèÿ» (Royal Dutch Shell plc, Mitsui & Co. Ltd è Mitsubishi Corporation), ÿâëÿþùåéñÿ îïåðàòîðîì ïðîåêòà «Ñàõàëèí-2», ïîäïèñàëè Ñîãëàøå- íèå î êóïëå-ïðîäàæå, â ñîîòâåòñòâèè ñ êîòîðûì «Ãàç- ïðîì» ïðèîáðåë 50 % ïëþñ îäíó àêöèþ «Ñàõàëèíñêîé Ýíåðãèè». The President also noted the need to develop action plans to strengthen Russia’s position in the global energy sector. 'Our dialogue with CIS countries, the Eurasian Economic Community countries, with the European Union, with the United States of America, and with other leading world countries, must be more active. We also have to coordinate our activity with OPEC countries, with gas exporting countries, and also within the framework of the newly created organisation, in order to facilitate the formation of a united Eurasian energy space,' underlined head of the state. 'Sakhalin has established itself on the global energy map. We thank shareholders of Sakhalin Energy, the Government of the Russian Federation and the Sakhalin Oblast Administration for their continuous support and cooperation in delivering the ambitious and challenging Sakhalin II project,' said Alexey Miller, Chairman of the Gazprom Management Committee. 'After reaching its full capacity the Sakhalin II project will ensure around 5 per cent of the global LNG production and contribute significantly to strengthening the global energy security,' underscored Ian Craig, Sakhalin Energy’s Chief Executive Officer. The first Russian LNG plant on the Sakhalin Island consists of two process trains, each having the throughput capacity of 4.8 million tons of LNG per annum. The plant is projected to reach its design capacity (9.6 million tons per annum) in 2010. This large-scale project has been constructed since August 2003. About 10 thousand of workmen and experts frommore than 40 countrieswere involved in the construction process. The LNG plant of the Sakhalin II project applies a special method of gas liquefaction involving the double mixed refrigerant raising the production effectiveness using the benefits of the cold climatic conditions of Sakhalin. Even before the construction terminated all the production from the LNG plant was contracted on the basis of long-term arrangements (validity period of 20 years and more). Around 65 per cent of the Sakhalin LNG will be supplied to 9 purchasers from Japan, which is the world’s top LNG sales market. The remaining volumes are intended for consumers of South Korea and North America. The LNG plant is a part of the world’s largest comprehensive oil and gas Sakhalin II project. The project provides for developing two oil and gas fields north-west offshore the Sakhalin Island (Piltun-Astokhskoye and Lunskoye fields), extraction of oil and production of liquefied gas with their subsequent export. On April 18, 2007 Gazprom and the shareholders of Sakhalin Energy (Royal Dutch Shell plc, Mitsui & Co. Ltd and Mitsubishi Corporation), being the Sakhalin II project operator, signed the Purchase and Sale Agreement providing for the acquisition by Gazprom of a 50 per cent plus one share stake in Sakhalin Energy.
