О некоторых аспектах системы защиты экологии и биоресурсов Арктики On some aspects of Arctic environment and bioresources protection system Within the visit program of Shtokman Development AG top management people in February this year Hervé Madeo, First Deputy CEO had a meeting in the Murmansk Center for Standardization and Metrology. This meeting resulted in the decision to make an agreement of cooperation in the sphere of technical regulation including standardization, metrology and instrumental control being main activities of the Center. In June 2008 a new laboratory was set up on basis of the Center. The laboratory is dealing with testing of oil and oil products to define their physical and chemical characteristics, to study their behavior in case of getting onto the sea water surface, to provide immediate data on characteristics of oil transported by sea to the emergency services. Such a laboratory is the first one established in Russian Federation. Significance of the project lies in valuable information able to contribute to prevention and minimization of adverse effects of oil spills to environment. After the data on crude and topped oil samples are processed the information is delivered to the Gydromet for simulation of oil behavior at sea under different weather conditions (water and air temperature, wind force, state of the sea etc.). This is followed by developing different scenarios of oil behavior in case of accidental oil spills and elaborating emergency response plans. Startup of the laboratory identified the end of the first project stage. The next stage is development of a databank accumulating characteristics of all oil types transported by sea in the aquatic areas of the Kola Bay and the Barents Sea for its immediate identification in case of oil outflow. To create this databank the oil from all deposits and transshipment terminals is to be exposed to the whole cycle of studies taking up to 4 weeks. However, when the databank is available, it will be enough to examine only some few individual oil characteristics (density, viscosity, hydrocarbon composition) to identify the oil type. This procedure takes only 2 days, which is vital to take proper decisions on emergency response. However, to organize efficient work of the laboratory some system tasks have to be solved. To carry out monitoring of oil characteristics transported over the ports of the Murmansk region and to create the databank coordination of efforts and interaction of all the actors involved are needed. To do it not only a good will of the parties is needed but also development of a relevant mechanism on the national level. A proper regulatory framework is to be created to provide collection of samples and to finance oil and gas researches on all stages of development, extraction and transportation. Í. Ï.
