Разработка и совершенствование нормативно-технической базы Российского морского регистра судоходства по техническому наблюдению за морскими нефтегазовыми сооружениями Development of the Russian Maritime Register of Shipping’s regulatory system for offshore oil and gas facilities survey Russian Maritime Register of Shipping (RS) in classification and survey during design, construction and operation of ships, mobile offsore drilling units (MODU), fixed offshore platforms (FOP), fixed offshore ice-resistant platforms (FOIP), as well as in survey of materials and equipment for ships and MODU, FOP and FOIP. Over the period of 95 years the main objectives of RS have been to provide safety of life at sea, safe navigation, safe carriage of goods, and to ensure enviromental protection. RS activities are regulated by requirements of international conventions and the national law. Offshore hydrocarbon field development facilities are not only floating drilling vessels and permanent offshore platforms but also subsea pipelines, subsea production units, riser pipes, single buoy moorings, as well as floating facilities carrying out preparation, processing, storage, and loading of hydrocarbon products. To provide high safety standards for offshore oil and gas facilities RS has developed and is constantly improving the full complex of regulatory documents regulating design, building, and operation of offshore facilities. The standards and rules set in the documents allow to quantitatively assess the risk degree for a human being, a facility, an environment and to take measures aimed at reduction of the risk. Development of standards providing safe operation of vessels and floating facilities would not be possible without conducting considerable research. The research activities are coordinated by Scientific and Technical Council of RS. When developing standards, rules and guidelines, RS takes into account the experience gained in the process of conducting technical surveys of design, building and operation of offshore oil and gas facilities, as well as proposals of our customers (shipbuilders, national oil and gas companies, ship owners). Technical requirements set in the rules apply to all structures, mechanisms, devices, instruments, and equipment, normal operational conditions of which ensure standard safety level of the facility in general and absence of environmental pollution at any stage of construction and operation and in any operation mode. Production equipment (for gathering and transportation of subsea completionwell production), as well as engineering solutions for ensuring production safety are to comply with requirements of the public supervisory bodies responsible for ensuring safety in oil and gas industry. The present rules do not apply to subsea structures, systems and equipment aimed for well drilling. Development of RS regulatory requirements, elaboration of new norms and guidelines have the aim to enforce compliance of highly technical facilities for offshore oil and gas fields with safety rules. One of the RS priority tasks within development of the Russian continental shelf is providing of integrated assessment of offshore facilities safety. To accomplish this task Russian Maritime Register of Shipping is constantly developing its requlatory requirements and maintains hight qualification level of its personnel. ìàðò 2009 ¹ 1 (6) ÌóðìàíøåëüôÈíôî 47
