Ìåæäóíàðîäíîå ñîòðóäíè÷åñòâî International cooperation  íà÷àëå ìàðòà 2009 ãîäà äåëåãàöèÿ Êîìèòåòà ïî ýíåðãåòèêå è çàùèòå îêðóæàþùåé ñðåäû ïàðëàìåíòà (ñòîðòèíãà) Íîðâåãèè âî ãëàâå ñ ïðåäñåäàòåëåì Êîìè- òåòà Ãóííàðîì Êâàññõåéìîì ïîáûâàëà â Ìóðìàíñêîé îá- ëàñòè ñ îçíàêîìèòåëüíûì âèçèòîì. Öåëüþ âèçèòà ñòàëî îïðåäåëåíèå äàëüíåéøèõ øàãîâ ñîòðóäíè÷åñòâà â ñôåðå ñîâìåñòíîãî èñïîëüçîâàíèÿ ïðèðîäíûõ ðåñóðñîâ è ñâÿ- çàííûõ ñ ýòèì ýêîëîãè÷åñêèõ çàäà÷, à òàêæå ñîòðóäíè÷å- ñòâà â îáëàñòè óòèëèçàöèè ÿäåðíûõ îòõîäîâ. Ãîñòè âñòðåòèëèñü ñ äåïóòàòàìè Ìóðìàíñêîé îá- ëàñòíîé Äóìû è ÷ëåíàìè ïðàâèòåëüñòâà ðåãèîíà, ïî- áûâàëè íà êîìáèíàòå «Ïå÷åíãàíèêåëü» è â Ìóðìàíñêîì áàññåéíîâîì àâàðèéíî-ñïàñàòåëüíîì óïðàâëåíèè. Îòìå÷àÿ áîëüøîé èíòåðåñ â Íîðâåãèè ê ñîòðóäíè÷å- ñòâó ñ Ðîññèåé, Ãóííàð Êâàññõåéì ïîä÷åðêíóë, ÷òî ýô- ôåêòèâíîå âçàèìîäåéñòâèå äâóõ ñòðàí â îáëàñòè ðàöèî- íàëüíîãî ïðèðîäîïîëüçîâàíèÿ è îõðàíû îêðóæàþùåé ñðåäû ÿâëÿåòñÿ âàæíåéøèì íàïðàâëåíèåì ñîâìåñòíîé äåÿòåëüíîñòè. «Â Íîðâåãèè èäåò äèñêóññèÿ, íàñêîëüêî îáúåìíûì ìîæåò áûòü ïðîèçâîäñòâî â ñåâåðíûõ øèðîòàõ, ÷òîáû îíî íå íàðóøàëî ïðèðîäíóþ ñðåäó, â êàêèõ ðàéîíàõ îíî äîëæíî áûòü ðàçðåøåíî, - ñêàçàë Ãóííàð Êâàññõåéì. – Íî íåò ñîìíåíèÿ, ÷òî â Íîðâåãèè, êàê è íà òåððèòîðèè Ìóðìàíñêîé îáëàñòè, ïðîèçâîäñòâî áóäåò ðàñøèðÿòüñÿ. Ñåãîäíÿ ðå÷ü äîëæíà èäòè î ñîçäàíèè ýôôåêòèâíîé ñè- ñòåìû çàùèòû îò ÷ðåçâû÷àéíûõ ïðîèñøåñòâèé â ìîðå. Òàêæå íîðâåæöû çàèíòåðåñîâàíû â äàëüíåéøåì íàðà- ùèâàíèè óñèëèé êîìïàíèåé «Íîðèëüñêèé íèêåëü» ïî ñî- êðàùåíèþ âûáðîñîâ êîìáèíàòîì «Ïå÷åíãàíèêåëü», ðàñ- ïîëîæåííûì ðÿäîì ñ ãðàíèöåé». Ãóííàð Êâàññõåéì îòìåòèë, ÷òî ôèíàíñîâûé êðèçèñ îòðàæàåòñÿ è íà ïîëèòèêå, è â ýòèõ óñëîâèÿõ ÷ðåçâû÷àé- íî âàæíî óïðàâëÿòü ïðèðîäíûìè ðåñóðñàìè è ïðèíèìàòü ìåðû áåçîïàñíîñòè â äîëãîñðî÷íîì àñïåêòå, â ðàìêàõ êîìïëåêñíûõ ïðîãðàìì áåçîïàñíîñòè. Äëÿ îáñóæäåíèÿ ýòèõ âîïðîñîâ íîðâåæñêàÿ äåëåãàöèÿ âñòðåòèëàñü ñ ðå- ãèîíàëüíûìè çàêîíîäàòåëÿìè. Ïðåäñåäàòåëü Ìóðìàíñêîé îáëàñòíîé Äóìû Åâãå- íèé Íèêîðà ïðîèíôîðìèðîâàë ÷ëåíîâ íîðâåæñêîé äå- ëåãàöèè îá îñîáåííîñòÿõ ýêîíîìèêè êðàÿ, ñòðóêòóðå è äåÿòåëüíîñòè ðåãèîíàëüíîãî ïàðëàìåíòà, ïåðñïåêòèâàõ ðàçâèòèÿ ðåãèîíà. Ãîâîðÿ î ïîëîæèòåëüíûõ ðåçóëüòàòàõ ñîòðóäíè÷åñòâà ñ íîðâåæñêîé ñòîðîíîé, Åâãåíèé Íèêîðà îòìåòèë ðÿä ñîâìåñòíûõ ïðîåêòîâ: ïî ñîçäàíèþ èíôðà- ñòðóêòóðû â Ãóáå Àíäðååâà, óòèëèçàöèè ÐÈÒÝÃîâ íà ìàÿ- êàõ, óòèëèçàöèè àòîìíûõ ïîäâîäíûõ ëîäîê, ïîâûøåíèþ ÿäåðíîé áåçîïàñíîñòè íà Êîëüñêîé ÀÝÑ. «Ðàçâèòèå ýíåðãåòèêè – âàæíåéøåå óñëîâèå ðàçâè- òèÿ ðåãèîíà, - ñêàçàë Åâãåíèé Íèêîðà. –  áëèæàéøèå 10 ëåò çàïóñòèì â ýêñïëóàòàöèþ âòîðóþ î÷åðåäü Ìóðìàíñêîé ÒÝÖ, êîòîðàÿ áóäåò ðàáîòàòü íà óãëå, è âòîðóþ î÷åðåäü Êîëüñêîé ÀÝÑ. Íà Êîëüñêîì ïîëóîñòðîâå ïîÿâÿòñÿ äâà âåòðîïàðêà è íîâàÿ ïðèëèâíàÿ ýëåêòðîñòàíöèÿ, áóäóò ðàç- âèâàòüñÿ ýëåêòðè÷åñêèå ñåòè. Êîíå÷íî, ýòè ïëàíû âûçûâà- þò ó íàøèõ ñåâåðíûõ ñîñåäåé âîïðîñû ñ òî÷êè çðåíèÿ áåç- îïàñíîñòè è ñîáëþäåíèÿ ýêîëîãè÷åñêèõ íîðì. Ìû îòêðûòû ê ðàçúÿñíåíèþ ïåðñïåêòèâ è ñîòðóäíè÷åñòâó ñ Íîðâåãèåé â ñôåðå áåçîïàñíîñòè è ñîõðàíåíèÿ ïðèðîäíîé ñðåäû.  ÷àñòíîñòè, ïðèîðèòåòíîå âíèìàíèå ñëåäóåò óäåëèòü ðàç- âèòèþ ñîâìåñòíîé äåÿòåëüíîñòè ïî ýíåðãîñáåðåæåíèþ, ýêñïîðòó ýëåêòðîýíåðãèè â ñòðàíû Ñêàíäèíàâèè, êîììó- íàëüíîé ýíåðãåòèêå, óòèëèçàöèè ìóñîðà, î÷èñòêå âîäû, à òàêæå ÿäåðíîé è ðàäèàöèîííîé áåçîïàñíîñòè íà Êîëüñêîé ÀÝÑ è ïðåäïðèÿòèè «Àòîìôëîò», èñïîëüçîâàíèþ àëüòåðíà- òèâíûõ èñòî÷íèêîâ ýíåðãèè». Íà ïðèåìå â ïðàâèòåëüñòâå Ìóðìàíñêîé îáëàñòè äëÿ ãîñòåé áûëà îðãàíèçîâàíà ïðåçåíòàöèÿ ñòðàòåãè÷åñêèõ íàïðàâëåíèé ðàçâèòèÿ ðåãèîíà â îáëàñòè ïðîìûøëåííî- ñòè, òðàíñïîðòíî-êîììóíèêàöèîííîãî, íåôòåãàçîâîãî è ýíåðãåòè÷åñêîãî êîìïëåêñîâ, îõðàíû îêðóæàþùåé ñðåäû â ðåãèîíå. Íà âñòðå÷å Ãóííàð Êâàññõåéì îòìåòèë, ÷òî ïëàíû ïî ðàçâèòèþ ïîðòîâûõ ìîùíîñòåé â Ìóðìàíñêå ïðîèçâîäÿò õîðîøåå âïå÷àòëåíèå. «Ýòè ïëàíû ïðèâåäóò ê îæèâëåíèþ ñóäîõîäñòâà ó áåðåãîâ Íîðâåãèè, - ñêàçàë ã-í Êâàññõåéì. – Êðîìå òîãî, Íîðâåãèÿ è Ðîññèÿ ìîãóò âìåñòå çàäàâàòü ýêîëîãè÷åñêèå ñòàíäàðòû ìîðñêèõ ïåðåâîçîê è ïðåäñòàâ- ëÿòü ýêîëîãè÷åñêèå ðåøåíèÿ äëÿ Àðêòèêè íà ìåæäóíàðîä- íîì óðîâíå». In early March 2009 the delegation of Energy and Environment Committee of Parliament of Norway (Storting) headed by the Committee’s Chairman Mr. Gunnar Kvassheim visited Murmansk region. The aim of the visit was to define further cooperation steps in the sphere of common use of natural resources, relevant environmental tasks, and nuclear waste disposal. The delegation met Deputies of the Murmansk Regional Duma and Government officials, visited Pechenganickel Combine and Murmansk Emergency Rescue Department. Mr. Kvassheim noted the great interest expressed in Norway towards cooperation with Russia and underscored the importance of efficient interaction of both countries in the sphere of rational environmental management. 'In Norway we have a lot of discussions on how extensive the production in northern latitudes may be in order to avoid destruction of nature environment and in what areas it can be permitted,' Gunnar Kvassheim said. 'But there is no doubt that both in Norway and in Murmansk region the production will expand. Today we should talk about development of an efficient marine emergency protection system. Norwegians are also interested in further intensification of Norilsk Nickel efforts towards reduction of emissions from Pechenganickel Combine located close to the border.' Gunnar Kvassheim noted that the financial crisis impacts politics as well, and in this context it is extremely important to manage natural resources and to take long-term safety measures in the framework of complex safety programs. To discuss these issues the Norwegian delegation had a meeting with regional legislators. Mr. Evgeny Nikora, Chairman of the Murmansk Regional Duma informed Norwegian delegates about the specifics of regional economy, about structure and activities of the regional parliament, and about prospects for regional development. Talking about positive outcomes of Russian- Norwegian cooperation Evgeny Nikora focused on some of the projects, such as infrastructure development in the Andreeva Bay, safe disposal of lighthouse RTG’s, disposal of nuclear-powered submarines, strengthening of nuclear safety at the Kola Nuclear Power Plant. 'Energy development is the most important condition of regional development,' Evgeny Nikora said.' In the nearest 10 years we will launch the second line of the Murmansk Thermal Power Plant, the power generating unit of which will burn coal, and the second line of the Kola Nuclear Power Plant, there will appear two wind farms and a new tidal power plant, electrical network will be expanded.' ‘We understand that these plans raise questions in our neighbor countries related to safety ensuring and conformity to environmental standards. We are open to discussions and clarifications on these projects, as well as to cooperation with Norway in the field of safety and conservation of natural environment. In particular, a special emphasis should be put on the joint working on energy saving, export of electricity to the Scandinavian countries, municipal energy, waste recycling, water treatment, enhancement of nuclear and radioactive safety at the Kola NPP and at Atomflot enterprise, use of alternative energy sources. Then the high-level Norwegian delegation visited the Government of Murmansk region, where it was presented the strategic development lines of the region in the sphere of industry, transport, telecommunication, oil and energy, as well as environmental protection. At the meeting Mr. Gunnar Kvassheim noted that the plans for development of Murmansk port facilities give good impression. 'These plans will lead to the revival of the shipping along the Norwegian coast. Apart of that Norway and Russia can together set standards of marine transportation and provide environmental solutions for the Arctic on the international level.'
