Российская Федерация очень далека от лидерства в заявленной сфере, потому как любая ее активность остается сильно зависимой от национальных внешнеполитических интересов (в частности, СВО), сохранения высокой доли невозобновляемых ресурсов в национальном экспорте и нацелен­ ности на развитие экономически выгодных и логистически удобных транспортных коридоров (СМП).
