углеводородов. Важно помнить, что всемерная реализация транс­ портно-транзитного потенциала обладает мощными мультиплика­ тивными и комплексоформирую­ щими эффектами. Стержнем арктической транс­ портной системы должен стать Северный морской путь с при­ мыкающими к нему железнодо­ рожными и речными маршрутами, авиацией, автомобильными доро­ гами, а также береговой инфра­ структурой. Однако для его нор­ мальной эксплуатации следует решить целый ряд вопросов. Не­ обходимы единая система управ­ ления, контроль ледовой про­ водки судов, совершенствование законодательства в части госре- гулирования и торгового море­ плавания по трассам СМП. Нуж­ на современная инфраструктура, обеспечивающая безопасные ус­ ловия плавания в арктических морях — гидрографическое обе­ спечение и ледокольное сопро­ вождение. Успешное решение задачи комплексного природопользова­ ния позволит на долгие годы со­ хранить хрупкую экосистему А р ­ ктики, которая призвана стать гарантом энергетической без­ опасности для человечества на многие десятилетия. Очевидно, что решение по­ ставленных в статье вопросов Literature невозможно без эффективной международной кооперации и всемерной консолидации поли­ тических и экономических ре­ сурсов. 1. Fadeev A.
