В «Стратегии нацио­ нальной безопасности» от 18 де ­ кабря 2017 г. США рассматрива­ ют РФ и КНР как две ключевые угрозы, совместный вызов их на­ циональной безопасности в А р ­ ктике. В настоящее время отноше­ ния между Российской Федера­ цией и Соединёнными Штатами Америки характеризуются вы­ сокой степенью напряжённо­ сти и конфликтогенности, воз­ можности их двустороннего сотрудничества или позитивного взаимодействия всё более огра­ ничиваются. По оценке О. В. Те- ребова, [15] после неизбежной нормализации российско-амери­ канских отношений Арктика ста­ нет одним из самых перспектив­ ных направлений их развития. По целому ряду параметров США остаются наиболее важным для России участником международ­ ного арктического процесса. Они не в состоянии единолично опре­ делять ситуацию вокруг Арктики или по своему усмотрению вос­ препятствовать действиям других арктических государств, но без их участия и поддержки успеш­ ные многосторонние действия в Арктике невозможны или сильно затруднены.
