дипломатия МИД РФ в виде на­ ступательной и эффективной п о ­ литики должна опираться на наци­ ональные ценности и интересы и служить средством профилактики угроз и нейтрализации деструк­ тивных проявлений вероятного противника на стадии приготов­ ления. Проблемы современной Рос­ сии в освоении Арктическо­ го региона связаны с дефицитом инвестиционных ресурсов, отста­ ванием в создании, внедрении и распространении инноваций, о т­ током трудоспособного населе­ ния, недостаточной координаци­ ей деятельности между сферами науки и производства. Указанный комплекс проблем имеет прямое отношение к содержанию госу­ дарственной стратегической п о ­ литики, а также к конкретным мо­ делям и мерам её осуществления. К сожалению, до сих пор в основ ­ ном идёт эксплуатация советского наследства (инфраструктура, флот, транспортные средства) и чёткая ориентация на глобальный, пре ­ жде всего, энергетический рынок. 17.
