OUTLOOK. This little review shows that a lot of information has been gathered about the MTSI over the past years. Nevertheless m a n y questions r emain open, particular in the interpretation of auroral radar spectra. The p ro blem is that the observation so far have all bee n performed at different times and different locations. What is needed fcr future resea r c h are m e a s u r ements of all the parameters characterising the instabilities at the same time a nd the same location. For this purpose a me asuring campaign named "ROSE" (Rocket and Scatter Experiments) v;as proposed (Rose et al.,1984). Table 1 lists the experiments wh ic h should be performed. The rockets will be launched fr o m Kiruna and A nd enes a nd the g round based facilities EISCAT and STARE will be operated simultaneously. Thus a great body of data f r o m the altitude range in question will be collected. V/e hope that the interpretation of these data will lead to a deeper understanding of the plasma instabilities of the auroral E-region. On the other hand the theoretical interpretation of auroral radar spectra will be further pursued. The ultimate goal should be here to relate the characteristics of the spectra like w i d t h and shape to physical parameters of the E-re g io n plasma as it is the case in incoherent scatter data reduction.
