The-parenthesis on the right-hand side gives the rate of growth (the increment) of the average wage: F = the wage fund + additional payment + bonuses. In the economic language, inequality (1) must be read as follows: the rate of growth of labor productivity must exceed the rate of increase in the average wages. This is the relation on which the actual numerical norm for enterprises was based. The State Bank strictly demanded the fulfillment of this norm. Proceeding from inequality (1), the financial organs established the following norms: per 1% of growth <—norm-» 0.8-0.1% of increase of labor productivity in the average wages The majority of enterprises strained themselves to the utmost to reach the upper limit of these norms, or simply violated them. We transform inequality (1) according to the rule used for fractions and inequalities, and obtain 0 » 2 > Ф 92 Qn Ф 91 ' or, even simpler and clearer, ( 2 ) Here is the economical meaning of inequality (2). The rate of increase in the output of production must exceed the rate of increase in the wages fund. This is how it was regulated during the First Five-Year Plan period. Some time later, when the data for the per capita output were needed, the relationship between the labor productivity and the average wages was controlled. (We omit other interesting historical facts and commentaries here.). And now we have come to the principal moment concerning the conditions under which we live today: the rates of growth of what production must exceed the rates of increase in the wages fund? Look at Fig. 1. Suppose that in the conditional Fig. 1 the output of workers who produce means of production annually increases by 8% and that of the workers who produce consumer goods increases by 4% We also take into account that the branches of industry (shown above the line in Fig. 1) also produce consumer goods and services whose rate of increase does not exceed 4% a year. 7 4
