machine tool designed for the “Sevtekhrybprom” association for fish filleting, which made it possible to set free 8-10 workers due to a 3 to 4 times increase in labor productivity. The use of machine tools the А8-ИСБ for saida processing sets free 17 workers and increases labor productivity 4.3 times. The Н29-ИКВ installation for hot and cold smoking and dry-curling of capelin replaces 16 workers and increases the labor productivity two times. The production lines specially worked out for various kinds of productions, such as canning, preserving, smoking, salting, for culinary purposes, have lately begun functioning. For instance, the production line Н29-ИЛЕ for producing capelin half-finished products intended for extraction, cleaning, measuring and packing of caviar before freezing replaces 83 workers, and its capacity is more than two times higher than that of the tools of foreign make, whereas the area occupied is ten times smaller. The Н10-ИЛР-2 and Н10-ИЛР-4 lines for combined salting of fry presuppose a preliminary short-term salting of fish in a brine with addition of dry salt and spices before its packing into barrels. The new technology of salting makes it possible to pack up barrels to send the production to the consumers without any additional seasoning in shops, i.e., to process fish in a production line in 12- 15 hours instead of 24 hours needed by the traditional barrel salting. The installation of one production line sets free up to 45 workers, increases the labor productivity 2.8 times, and lowers the cost of a ton of production by 15-18 roubles. There are many other similar examples. At present, there are considerable reserves for raising the level of mechanization of the fish- processing industries. For instance, completely mechanized sections of all-over frying, which are parts of the Н2-ИТЛ-10 and Н2-ИТЛ-25 production lines, have been constructed for canning fried fish in tomato juice. The level of mechanization of these sections is as high as 87%. The mechanization level of the Н10-ИЛП-2 and Н10-ИЛП-4 production lines for combined salting of fry is 70%. But a considerable amount of the available equipment is not installed. According to our estimates, the minimum losses resulting from the non-installed equipment constituted, on the average, about 14 million roubles in 1980, about 25 million roubles in 1985 and more than 37.5 million roubles in 1989. This equipment was not installed, because it had been ordered ahead of time and the equipment was received without hardware. A part of the equipment had to be ordered for the second time. Nowadays, the cost accounting and rent are intensively introduced into the fish industry. However, their inculcation sometimes comes against the counteractions of the higher administration. It is also significant that decisions are made without a preliminary investigation of the inculcation “of the most efficient and most progressive forms.” The analysis we have made shows that the lease of many large-tonnage ships of the fish- processing fleet was untimely. And the point is not that the rent for the ship is high. Under the existing conditions, it is more efficient to use large-tonnage fleet on the basis of cost accounting by forming self-sustaining groups of several ships, whereas it is now more expedient to rent small- tonnage ships which are now in the balance sheets of the coast fish-processing factories. 7 0
