If the fish industry is given the opportunity of developing different forms of property, it will reveal, as soon as in the transition period, promising and unpromising producers. Since the fish industry is characterized by a high level of concentration of enterprises, a considerable cost of capital assets and a comparatively high cost of the output and, as a consequence, a low level of general profitability (10-12%), the alteration of the forms of property will, as a rule, go through the stage of renting and further on to the joint-stock property. At the same time, the process of breaking up highly-concentrated industries into smaller units will be carried out by means of the formation of a net of small and medium enterprises, and thus the conditions for privatization will be created. The net of intermediary organizations will be extended. They will take voluntary forms (associations, joint-stock companies). At the same time, it must be noted that under the conditions of the market economy the decisive factors defining the functioning of enterprises and organizations of the fish industry are not only the forms and systems of activity, but also the state of the industrial potential and the raw materials base. According to the estimates of the industrial biological science, the available fish supplies make it possible not only to retain the attained volumes of catch of hydrobionts but also to increase them. However, a further delaying of the solution of problems concerning the construction of fishing ships or boats threatens with a reduction in the per capita consumption of fish products by a quarter. The measures that have been taken to change the forms of property and to perfect the economic mechanism will slightly weaken the destructive effect of failures in the state policy concerning the fishing fleet. But even these progressive innovations are unable to completely neutralize these effects in the nearest future. 6 2
