organizations, including fishing collectives and foreign natural and legal persons as well as joint Soviet-foreign enterprises fishing in the inland waters of the country, our territorial waters, in the sea economic zone of Russia and beyond its limits. These payments must be collected according to different rates for covering the expenses for the research and investigation connected with the formation of raw materials base, biological, scientific and technical forecasts and problems, for carrying out practical work in the reproduction of fish resources, and imposing regulations on fishing as well as for covering the expenses connected with the participation of the Russian Federation in the international fish industry organizations. In addition, the payment for the fish supplies must include allocations to the budget; and as regards foreign natural and legal persons and joint enterprises, it is advisable to regulate payments by special acts. Payments for fish supplies must be different for different groups of fisheries, for different kinds of fish and fishing grounds estimated per ton of production, and this must be approved by the state administration of the fish industry for the period during which the payment must remain the same. The criterion for the allocation of supplies on the competitive basis will be an increase in the output of competitive and currency-giving production. This form of cost accounting relations will eliminate the economic injustice which can be observed today. Out of the total expenditures connected with the management of raw materials resources, the share of the state industry constitutes 90% and that of the fishing collectives constitutes less than 10%, although the share of their exploitation by fish collectives constitutes a quarter of the total catch. The order of formation of the insurance fund will be preserved under the conditions of market relations. The obligatory insurance of the members of crews and the fish guarding teams is stipulated with the inclusion of the indicated expenses into the cost of production, works, services, etc. When the enterprises of the fish industry pass to the market economy, the present-day order of foreign currency financing must be retained, i.e., the covering of the expenses of the fleet working abroad, the meeting of charges for the right of fishing in the economic zones of foreign states, for the import of fish products stipulated by the intergovernmental agreements, and the covering of the expenses connected with maintenance of our representatives abroad. The state order must be determined for the export of fish products, and the licensing of the export must be preserved. During the period of transition to the market relations, it is advisable to preserve the relations between the fish industry of the country and the state budgetary organizations acting in 1990 (the enterprises retain 85% of the currency they collect). This will provide the possibilities for further reconstruction and modernization of the fleet working abroad. When the enterprises gather sufficient experience in the field of foreign economic ties and the food situation in the country is stabilized, the fish industry enterprises and organizations will naturally pass to a hard-currency self-accounting. The formation and perfection of foreign economic ties in the fish industry will help the fish industrial enterprises reach the level of world standards and integrate the Russian fish economy into the world economy. 6 1
