interests of the Russian fishery in the World Ocean. In particular, we deem it expedient to include the problems connected with fishery into the programs of talks of the higher leaders of Russia with representatives of industrially developed countries tying them with the solution of strategic problems, especially of the countries that are capable of influencing the formation of definite tendencies in world fishing negative for Russia. It seems to be expedient to sign an agreement with under-developed countries which have fish resources in their 200-mile zone that they cannot use completely, and who are indebted to Russia on the loans given them by the former USSR. They may partially pay their debts by means of giving the Russian fleet and the fleets of other member states of the CIS the right to fish and allocate them quotas for fishing in their zones. It is necessary to substantiate scientifically the use of the bioresources of the World Ocean by the Russian fishing fleet and to cooperate in this respect with other interested countries, international and public organizations. The activity in the reproduction of sea resources of the economic zone and the continental shelf of Russian must be regulated by the states involved. Some objective factors must be taken into consideration, such as the biological peculiarities of the fish supplies whose life passes in the zones of two or several states at the same time as well as in the open sea regions. This is what is primarily taken into account in the international agreements concerning fishery between the states. Under the conditions of transition of the Russian economy to the market relations, the establishment of economically independent structures at the level of enterprises, administrative and territorial units (regions, areas, republics in the limits of the Russian Federation), the future of the existing system of state regulation of fish production and sea animals in our economic zone and in the World Ocean causes trouble. Some fish economic organizations, especially those of the Far East, supported by the local Soviets undertake activities connected with the transfer of the right to control the raw materials base of the fish industry directly to the regions of Russia. With all their seeming attractiveness, these propositions are fraught not only with the disruption of the existing foundations for state regulation of this activity, with injuring of the Russian economy, but also with the violation of the international obligations of our country as concerns the regulation of fishing in the World Ocean. The practice of management of sea fish supplies in countries with the developed market economy (Japan, Canada, etc.), which have economically and politically independent administrative and territorial formations and even self-govemed territories (Denmark) shows that the optimal solution of problems of preservation and rational use of the sea resources is only possible on the basis of centralization of functions in the field of policy of resources usage. 2.4.
