We think that the organization and the control over fish industry, which are based on the raw materials resources, would completely suit the Russian Federation. What arguments can we give? The commercial fishing is carried out not only in the 12-mile territorial zone, but also in the 200-mile economic zone of the country. It is the exclusive right of the Federal Government to make all decisions concerning the use of the latter. The mobility of the object of fishing (the fish caught in some region do not, as a rule, habitate this place but migrate obeying a definite life cycle) is an important circumstance requiring the centralized management of the exploitation of raw materials resources. For example, in the process of growth from a grain of roe to a commercial size, the sturgeon of the Volga-Caspian basin passes through the waters of a number of states and republics. And if even in one of them the regional interests prevail, the sturgeon fishery may end because of the total extra catch. This predetermines not only the necessity of the centralized regulation of fishing but also a serious scientific provision of the research and a rational use of the resources of seas, rivers, and inland reservoirs. A complicated infrastructure of fish industry was created in the years of making and developing our fish economy. When changing the departmental subordination and distributing the enterprises of the industry between regions, we must envisage the consequences of the violation of cooperation and specialization established in the fish industry. The development according to the principle of a “single economy” tied the enterprises and fisheries for long into a single economic complex whose division without any analysis of consequences will deepen the deficit and disproportions (between the offices and the fleet, and within the fleet itself). The same refers in full measure to the use of the fishing ports of Russia and the rescue ships. The creation and the development of the infrastructure of the fish industry were also promoted by the construction and technical equipment of ship-repair and machine-building enterprises whose capacities are even now in short supply. Thus, the assessment of biological, economic and organizational factors presupposes the necessity of the state regulation of the fish industry as a single industrial complex. l.S.
