The Russian Federation undertook the obligations of the former USSR under 40 bilateral international agreements and retained 30 of its representatives abroad. This allows the fish-industrial enterprises and organizations of Russia to fish in the 200-mile zones of foreign countries and also in the regions in which fishing is controlled by various international organizations. This made it possible for Russia to catch about 2.4 million tons or 37.2%, out of 6.7 million tons caught in 1991, in the 200-miles zones of foreign states. Of considerable importance are the regions which are in the open waters of the World Ocean and in which the fishing fleet of Russia caught about l.S million tons of fish in 1991, which constitutes almost 20% of the whole catch. Thus, the requisite organization and management of the fishing fleet, the raw materials sources make it possible for the fishing industry to gain stable and efficient functioning. 1.3. The Role Played by the Fish Industry in the Economy of Russia The fish industry of Russia must solve the main problem which is the satisfaction of the population requirements for diverse fish products. The fish-industry complex of Russia carries out its activity at all stages of the technological process, beginning with the search for the raw materials, catching fish and sea animals and ending with their complex processing, transporting raw materials and ready goods, reloading in ship-yards, the wholesale and retail realization of fish products. Some auxiliary and servicing industries have been organized, such as small shipbuilding, machine-building, ship repair, metal-working (the output of tin and aluminum containers), cooperages, net-knitting and rope-making factories, sea transport, motor transport, communications enterprises, capital construction, to make the functioning of the fish industry more efficient. A scientific and technical complex and a system of training and refresher courses have been organized with the aim of servicing the fish industry. The fish industry comprises 525 self-contained associations, enterprises and organizations, including 3 basin fish economy associations, 7 research and technical associations, 18 production associations and corporations, 19 research and design institutes, 9 higher and 14 vocational schools. Our industry can boast of 178 fishing collectives and interkolkhoz organizations. The formation of market infrastructure becomes ever more developed, namely, we have organized four joint-stock companies, leased five enterprises and organizations to their personnel with the right of redemption, three of which have already been bought out, 10 enterprises and 46 shops are taken on lease without the right of redemption. Today, the fish industry has joint production enterprises functioning in Japan, the United States, Denmark, Germany, Norway, and a number of other countries are foreign partners of Russia. The production cooperation has also been developed in the fish industry, about 300 cooperatives have been registered by now which perform fish industrial functions. Seven commodity exchanges and three commercial banks are functioning today. 2 5
