It seems to be quite expedient to Finance the activities of enterprises and organizations of Rybvod at the expense of the pay for the use of fish resources. In accordance with the law of the Russian Federation On the Protection of Nature and Environment, it is necessary to make the Fishery Committee of Russia responsible for taking a decision in formulating a reasonable order in the calculation, collection and expenditure returns connected with such payments. The pay for the fish resources is definitely to be realized with the cost of fishing and the taxable profit must be diminished accordingly. The fish economy in our country is not shipshape. It should be remembered that this industry is one of the most important sides of the agroindustrial complex whose state determines essentially the well-being of the population, and the health and the development of the nation at large. In some respects, the crisis in the fish economy is similar to that encountered by the national economy as a whole and the ways to overcome it are the same, namely, the gradual and systematic development of market relations, formation of necessary structures responsible for different forms of property. This would make it possible to mobilize internal resources, minimize incurring unnecessary expenditures on the resources resulting from errors due to drastic planning, and in the development and arrangement of proper productive forces, avoiding those with absence of understanding in the net results of labor, and the control over the violation of the ecological norms in the use of natural resources. However, the nature of fish economy and of the agro-industrial complex, as a whole, is such that it cannot satisfy the requirements of the population and of various branches of national economy in the wake of fish production without due attention and help of the government to the problems encircling its development The social and economic crisis in the national economy of the former USSR in the early nineties did not by-pass the fish industry. The functioning of the industry, as a whole, and of the majority of its organizations is unsatisfactory. Upon a transition to market relations, the industry yields positions concerning both the quantities and the qualitative indexes, the number of fish species caught decreases and, hence, the assortment of fish goods produced. 1.2. Raw Materials Source of Fish Industry in Russia The fish industry in the country depends, to an essential degree, on its raw materials base by which we understand a part of the natural biological resources of the region that can be used by the people to satisfy their requirements without any detriment to the reproduction of the resources at a given level of development of the material and technical basis. As the fishing artels turn into an industrial branch of industry, the raw materials base of the fish industry suffered considerable changes. In the postwar period, the advancement of fishing was especially pronounced due to the introduction of new forms of fishing, to the appearance of powerful fish-factory 2 1
